D. 1913; and I further certify that all laws contained in this volume which took effect and went into force on and after publication in some newspaper were so published (on the dates thereto annexed) as provided by law; and I further certify that all laws contained in this volume will take effect and be in force on and after the 30th day of April, A. D. 1913, except when otherwise provided.
