AN ACT to provide for the ordinary and contingent expenses of the State Government until the expiration of the fiscal quarter after the adjournment of the next regular session of the General Assembly. SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: That the following named sums, or so much thereof as may be necessary, respectively, for the purposes hereinafter named, be, and are hereby, appropriated to meet the ordinary and contingent expenses of the State government, until the expiration of the first fiscal quarter after the adjournment of the next General Assembly: FIRST-A sum not to exceed $5,000 per annum shall be subject to the order of the Governor for the purpose of defraying such public expenses of the State government as are unforeseen by the General Assembly, and not otherwise provided for by law.
