Be it enacted by the People of the State of Illinois, represented in the General Assembly: That there be and is hereby appropriated to the State Highway Commission the unexpended balance of the amount appropriated to said commission by the Forty-eighth General Assembly for the purpose of building and maintaining State aid roads. The said State Highway Commission is hereby authorized to use so much of the amount herein appropriated as may be necessary for the purpose of completing the payments of any contract entered into by said. commission prior to July 1, 1915, for the building or maintaining of any section or sections of State aid roads; and the balance of the amount herein appropriated for the building and maintaining of State aid roads in the several counties of the State. § 2.
