UNITED STATES OF AMERICA PREFATORY NOTE It is the purpose of this official publication to make available to the public, in an orderly and accessible form, decisions issued under regulatory laws administered in the Department of Agriculture. The decisions published herein may be described generally as decisions which are made in proceedings of a quasi-judicial (as contrasted with quasi-legislative) character, and which, under the applicable statutes, can be made by the Secretary of Agriculture, or an officer authorized by law to act in his stead, only after notice and hearing or opportunity for hearing. These decisions do not include rules and regulations of general applicability which are required to be published in the Federal Register. The principal statutes concerned are the Agricultural Marketing Agreement Act of 1937 (7 U.S.C. 601 et seq.), the Commodity Exchange Act (7 U.S.C. Chapter 1), the Grain Standards Act (7 U.S.C. 71 et seq.), the Packers and Stockyards Act, 1921 (7 U.S.C. 181 et seq.), the Perishable Agricultural Commodities Act, 1930 (7 U.S.C. 499a et seq.), and the United States Warehouse Act (7 U.S.C. Chapter 10). The decisions published are numbered serially, in the order in which they appear herein, as "Agriculture Decisions." They may be cited by giving the volume and page, for illustration, 1 A.D. 472 (1942). It is unnecessary to cite the docket or decision number. Prior to 1942 the Secretary's decisions were identified by docket and decision numbers, for example, D-578; S. 1150. Such citation of a case in these volumes generally indicates that the decision is not published in the Agriculture Decisions.
