CUSTOMS. (T. D. 25445.) Drawback on hack-saw blades. Drawback on hack-saw blades manufactured by the L. S. Starrett Company, of Athol, Mass., from imported sheet and ribbon or strip steel. TREASURY DEPARTMENT, July 1, 1904. SIR: On the exportation of hack-saw blades manufactured by the L. S. Starrett Company, of Athol, Mass., from imported sheet and ribbon or strip steel, a drawback will be allowed equal in amount to the duties paid on the imported materials so used, less the legal deduction of 1 per cent. The preliminary entry must show the marks and numbers of the shipping packages and the number of each style of saw blades, described as they are described in the manufacturers' sworn statement, contained in each package and in the entire shipment. The drawback entry must show the net weight of the saw blades in condition as exported, together with the weight of the steel in condition as imported, which has been used in their manufacture. In addition to the usual averments, the drawback entry must further show that the saw blades exported were manufactured of the materials and in the manner specified in the manufacturers' sworn statement, dated April 27, 1904, on file in your office. In liquidation, the amount of imported sheet and ribbon or strip steel, which may be taken as the basis for the allowance of drawback, may equal the quantities consumed as declared in the drawback entry, provided that in no case shall such amount exceed in weight the net weight of the saw blades in condition as exported with 10 per cent of such exported weight added thereto to compensate for loss incident to manufacture. In pursuance of the provisions of section 25 of the act of August 28, 1894, I hereby proclaim the following estimate by the Director of the Mint of the values of foreign coins to be the values of such coins in terms of the money of account of the United States, to be followed in estimating the value of all foreign merchandise exported to the United States on and after July 1, 1904, expressed in any of such metallic currencies.
