Investigations

Federal trade commission has accepted a proposal by news print paper manufacturers that it fix a price for their product, and has named $2.50 a hundred pounds as a reasonable price. Higher charges were set for paper in less than carload lots and for sheet paper. An outline of the findings of the commission in its investigation of the shortage of paper is printed in the New York Times for March 5, 1917.

Legislation

Italy-Government has issued a decree which prohibits the manufacture of certain kinds of paper and provides that up to 1,000 tons per month of the waste paper collected in public offices shall be placed at the government's disposal to be transformed exclusively into news paper. The printing or posting of bills exceeding a stipulated size is forbidden, as is also the distribution of handbills in the public ways. The size of newspapers is limited, with "special editions" prohibited and "extras" confined to two pages; and reviews and periodicals of all kinds must effect a gradual reduction in the number of pages. As a further measure of economy, prefects are authorized to regulate the use of paper for wrapping parcels or goods sold in their respective provinces.
