Governors' messages, 1917 New Hampshire-Gov. Keyes urges careful consideration of all bills dealing with child welfare, particularly those providing for the placing-out of children, and care of neglected children by the state board of charities. South Dakota-Gov. Norbeck recommends that a humane officer be provided by law whose duty shall be to look after neglected and mistreated children.

Investigations

Iowa-Legislature has appropriated $25,000 annually to finance child welfare research at the state university. Je '17 Michigan-Act creating a commission of inquiry to make investigation and submit report and recommendations relative to child welfare. (Ch. 293, P. L. 1917) Oregon-Gov. Withycombe has appointed the Child welfare commission of the state of Oregon to be the Child welfare committee of the extension division of the University of Oregon, under the chairmanship of Earl Kilpatrick, director of the division. The committee will investigate all private and public institutions of the state having charge and control of dependent and delinquent, minor, incorrigible and subnormal children, and will report its findings to the state board of control, to the end that remedial measures may be taken, if necessary, by the next legislature. Connecticut-Act concerning the custody of children after removal of guardian by probate court. Father and mother of every legitimate unmarried child, joint guardian thereof. Pending determination of action to remove such guardians for cause, court of probate may give custody of child to some proper person. Amends G. S. 1902, sect. 216. (Ch. 21, P. Read before the National children's home society, Indianapolis, May 9, 1916. New York (city)-Children's home bureau has been organized under the direction of John A. Kingsbury, for the purpose of placing dependent children in homes rather than in institutions. It is planned to place out 1,000 new applicants in three years in order to demonstrate the value of providing them with home life. A special effort will be made to keep families together. The bureau is supported by private funds from which all expenses are paid, aside from the $3 a week allowed by the city for board and clothing for each child. The bureau will probably be taken over by the city at the end of the three-year demonstration. It is working now in conjunction with the department of charities. N 24 '16

Arizona-Act amending chapter 8, laws of 1913, pertaining to furnishing cigarettes or tobacco in any form to minors. (Ch. 9, P. L. 1917)

Kansas-Act making it unlawful for any person to sell or give away cigarette papers, or to have them about a store, or place of business. The measure makes it unlawful to advertise cigarettes or cigarette papers for sale or gift. Makes it unlawful for any person to give or sell tobacco in any form to a minor, or to allow a minor using tobacco to frequent any place of business. Place of business is defined as any shop, factory, office, theater, recreation and dance hall, pool room, hotel, lodging house, street car, café, restaurant, interurban or railway passenger coach. Violation of any of the

provisions of the act is made punishable by a fine of from $25 to $100 for each offense. (Ch. 166, P. L. 1917) Minnesota-Act amending section 3202, laws of 1913, SO as to make the furnishing of cigarettes to minors a misdemeanor. (Ch. 245, P. L. 1917) New Jersey-Legislature has passed a bill prohibiting tobacco dealers from selling either the manufactured cigarettes or tobacco and paper for making them to boys under eighteen. The bill also makes it unlawful to give a minor a cigarette under another name. The legislature is to elect a commissioner to the United States, and all its laws shall be subject to approval by Congress and the President shall have the veto power. F 20 '17
