Mr. Chairman, before we start the business of the meeting may I have the privilege of presenting to the Chair, in accordance with what is the tradition of the committee, a new gavel, as I am the new ranking minority member. May I say, Mr. Chairman, that this is a tradition with which I am extremely familiar. As generally speaking in the Army I was the junior officer present and I always paid the tab. [Laughter.] The CHAIRMAN. May I express my deep appreciation and say this: When I was in the Army I was just a shavetail lieutenant; I know exactly what the Senator is talking about. I certainly appreciate it. Senator JAVITS. I know the entire minority shares my view. Senator PROUTY. I hope the chairman will have no occasion to use it. The CHAIRMAN. I assure you the chairman is very sparing in his use of it and is deeply grateful to you gentlemen. Dr. Garth L. Mangum, of Utah, would you come around, please. Your nomination is before this committee to be the Executive Secretary of the National Commission on Technology, Automation, and Economic Progress. We would be happy to have you make any brief statement you might see fit with reference to your background and experience and your qualifications for this position. Dr. MANGUM. All right, Senator. GARTH L. MANGUM Born: July 23, 1926, at Delta, Utah. Married to Marion Poll Mangum; three children. EDUCATION Brigham Young University: B.S., 1956. Harvard University: M.P.A., 1958; Ph. D., 1960. Thesis: "Wildcat Strikes and Union Pressure Tactics in American Industry." |
