On motion of Mr. Boyd,

Resolved, That a Committee be appointed to take into consideration all matters relating to Light Houses, and to report thereon to the House.

Ordered, That Mr. Boyd, Mr. Cranney, Mr. Partelow, Mr. R. D. Wilmot, and Mr. Taylor, do compose the said Committee.

On motion of Mr. Hanington,

Resolved, That no Petition be received or Bill brought in after the second day of March next, except by special leave of the House.

On motion of the Honorable Mr. Hazen,

Resolved, That a standing Committee be appointed, consisting of three Members, to join the Committee of the Honorable Legislative Council, to have the management of the Legislative Library.

Ordered, That the Honorable Mr. Hazen, Mr. L. A. Wilmot, and Mr. End, do compose the said Committee; and further

Ordered, That the Honorable Mr. Hazen do communicate the same to the Council. On motion of Mr. Brown,

Resolved, That a Committee be appointed to take into consideration all matters connected with the Education of the Youth of the Province, and to report thereon to this House.

Ordered, That Mr. Brown, Mr. L. A. Wilmot, Mr. Wilson, Mr. Wark, Mr. Street, Mr. S. Earle, and Mr. Steves, be the Committee for that purpose.

On motion of Mr. Botsford,

Resolved, That a Committee be appointed to whom may be referred all Petitions for allowances to Teachers of Schools who have not received any part of the Provincial Grants.

Ordered, That Mr. Botsford, Mr. Steves, Mr. Gilbert, Mr. Connell, Mr. Miles, Mr. Cranney, Mr. End, and Mr. Jordan, do compose the said Committee.

On motion of Mr. Thomson,

Resolved, That a Committee be appointed to take into consideration all matters connected with the Fisheries, and report thereon to the House:

Ordered, That Mr. Thomson, Mr. Woodward, Mr. Hanington, Mr. Read, Mr. M'Leod, and Mr. R. D. Wilmot, be the Committee for that purpose.

On motion of Mr. Miles,

Ordered, That two hundred copies of His Excellency's Speech be forthwith printed for the use of the Legislature.

On motion of the Honorable Mr. Hazen,

Resolved, That a Committee be appointed to revise the former Rules and Regulations for the House of Assembly of this Province, and to make further Rules and Regulations for the government thereof.

Ordered, That the Honorable Mr. Hazen, Mr. Baillie, Mr. Ritchie, Mr. End, and Mr. Wilson, be the Committee for that purpose.

On motion of Mr. Wark,

Resolved, That a Committee be appointed to take into consideration all matters relating to the Finances of the Province, and to report thereon to the House.

Ordered, That Mr. Wark, Mr. Brown, and Mr. R. D. Wilmot, be the Committee for that purpose.

Mr. Hanington, by leave, presented a Petition from Theodosia E. Stults, of the Parish of Moncton, in the County of Westmorland, a licenced Teacher, praying to be remunerated for teaching a School at that place for a period of one year ending on the tenth day of November last; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Taylor, by leave, presented a Petition from David Weeks, of the Parish of Douglas, in the County of York, praying that the Pension due to the late Dorcas Allen, deceased, as the Widow of an old Soldier of the Revolutionary War, may be granted to him; which he read.

Ordered, That the said Petition be received and referred to the Committee of Supply.

On motion of Mr. Ritchie,

Resolved, That a Select Committee be appointed to take into consideration the subject of the Contingent Expenses of the House, and report thereon.

Ordered, That Mr. Ritchie, Mr. Partelow, Mr. Rankin, Mr. Taylor, and Mr. Brown, be the Committee for that purpose.

On motion of Mr. Partelow,

Resolved, That a Committee be appointed to inquire into and report upon the cost of Provincial Printing provided for by this House and the Executive Government for the last four years; and also to consider what measures may be devised for causing a reduction in this branch of the Public Service.

Ordered, That Mr. Partelow, Mr. L. A. Wilmot, and Mr. Barberie, be the Committee for that purpose.

On motion of Mr. Street,

Whereas in pursuance of the Address of the House of Assembly, passed during the Session of 1841, Commissioners were appointed by the then Lieutenant Governor of the Province, inter alia, to revise and if necessary to make a new Ordinance of Fees in the Supreme Court, and to report the result of their doings to His Excellency, for the purpose of being laid before the Legislative Council and House of Assembly at the then next Session of the Legislature; and whereas such Commissioners were, in pursuance of such Address, appointed, and did attend to that duty, and make such Report to His Excellency on the twenty fifth day of February in the year 1842, which Report was, by Message, laid before the House of Assembly during that Session; and whereas many of the objects embraced in that Report, and especially that of providing a Fund for the payment of Juries, are of great importance to the administration of Justice in this Province; therefore

Resolved, That a Select Committee be appointed to take into consideration the several objects and measures recommended by the said Commissioners, and to report thereon to this House.

Ordered, That Mr. Street, Mr. Ritchie, Mr. Carman, Mr. Fisher, and Mr. Barberie, be the Committee for that purpose.

On motion of Mr. Tibbits,

Resolved, That a Select Committee be appointed, to whom shall be referred all matters relating to the improvement of the Navigation of the River Saint John, and other principal Rivers in the Province.

Ordered, That Mr. Tibbits, Mr. Baillie, Mr. Porter, Mr. Carman, Mr. Botsford, Mr. Hayward, and Mr. Barberie, do compose the said Committee.

Mr. Ritchie, by leave, presented a Petition from Margaret Gallagher, praying that a Grant may pass to her for a School taught by her late husband, James Gallagher, a licenced Teacher, in the Parish of Portland, in the County of Saint John, for a period of five and a half months ending on the eighth day of March, 1846; which he read. Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Boyd, by leave, presented a Petition from Jacob Paul, of Saint Andrews, in the County of Charlotte, praying that the Pension due to the late Experience Thompson, deceased, as the Widow of an old Soldier of the Revolutionary War, may be granted to him; which he read.

Ordered, That the said Petition be received and referred to the Committee of Supply.

Mr. Thomson, by leave, presented a Petition from Christiana Walker, a licenced Teacher, praying to be remunerated for teaching a School in the Parish of Saint

George,

George, in the County of Charlotte, for the period of six months ending on the first day of December last; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

On motion of Mr. Wark,

Resolved, That a Committee be appointed to take into consideration all matters relating to the Post Office Establishment within the Province, and report thereon to the House.

Ordered, That Mr. Wark, Mr. L. A. Wilmot, and Mr. Woodward, be the Committee for that purpose.

Mr. Connell, by leave, presented a Petition from Charles Perley, Richard English, John Bedell, and thirty one others, of the Parish of Woodstock, in the County of Carleton, praying for an amendment of the Act providing for the repair of the Streets and Highways in part of that Parish; which he read.

Ordered, That the said Petition be received and lie on the Table.

Mr. Hanington, by leave, presented a Petition from Peter Stewart, a licenced Teacher, praying to be remunerated for teaching a School in the Parish of Botsford, in the County of Westmorland, for a period of three months in the year 1846; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Woodward, by leave, presented a Petition from the Very Reverend James Dunphy, James Quinn, C. C., George Anderson, Thomas Harding, Henry Porter, William O. Smith, John Kerr, Robert Ray, Henry Chubb, and three hundred and thirty three others, inhabitants of the City and County of Saint John, praying that a Grant may pass to enable them to finish a Building erected in the said City for the purposes of a School House and Temperance Hall; which he read..

Ordered, That the said Petition be received and referred to the Committee of Supply. Mr. Connell moved for leave to bring in a Bill in addition to and in amendment of an Act, intituled "An Act to provide for the repair of the Streets and Highways in part of the Parish of Woodstock."

Leave granted.

The said Bill being brought in was read a first time.

Mr. Connell, by leave, presented a Petition from Charles Perley, John Bedell, and fifty two others, inhabitants of the County of Carleton, praying for an amendment of the Act incorporating the Maduxnikik Boom Company; which he read. Ordered, That the said Petition be received and lie on the Table.

Mr. Connell moved for leave to bring in a Bill to amend and in addition to the Act to incorporate the Maduxnikik Boom Company.

Leave granted.

The said Bill being brought in was read a first time.

Mr. Earle, by leave, presented a Petition from Angus M'Phee, a licenced Teacher, praying compensation for teaching a School in the Parish of Wickham, in Queens' County, for the period of three months in the year 1846; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Taylor moved for leave to bring in a Bill to repeal an Act, intituled "An Act to lay a Tax on Dogs in certain parts of the Parishes of Fredericton and Saint Andrews."

Leave granted.

Mr. Steves, by leave, presented a Petition from Albert Steeves, a licenced Teacher, praying to be remunerated for teaching a School in the Parish of Hopewell, in the County of Albert, for a period of six months ending in August 1846; which he read. Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

The Honorable Mr. Hazen, by leave, presented a Petition from the Reverend John Gibson Macgregor, praying remuneration for teaching a School in the City of Saint John; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. R. D. Wilmot, by leave, presented a Petition from Thomas E. Carter, a licenced Teacher, praying to be remunerated for teaching a School at Carleton, in the City of Saint John, for the period of nine months during the past year; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Steves, by leave, presented a Petition from Mary Gunning, a licenced Teacher, praying to be remunerated for teaching a School in the Parish of Hillsborough, in the County of Albert, for the period of eighteen months ending in November 1846; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Vail, by leave, presented a Petition from William Lowry, of the New London.. derry Settlement, in Kings' County, praying to be compensated for loss sustained by reason of the Deputy not giving the correct Boundary Line to his allotment; which he read.

Ordered, That the said Petition be received and lie on the Table.

Mr. Gilbert moved the following Resolution:

Whereas the Honorable Hugh Johnston, one of the Members elect for Queens' County, retains his Seat as a Member of the Legislative Council, whereby a vacancy exists in the Representation for the said County; therefore

Resolved, That the Speaker do issue his Warrant to the Clerk of the Crown in Chancery, to cause a Writ to issue for the election of a Member for the said County, to serve in this General Assembly, in the place of the said Honorable Hugh Johnston. To which Mr. Partelow moved as an amendment-To expunge the whole of the said Resolution, as well as the Preamble thereto, after the word Whereas," and substitute as follows:

"It appears that the Honorable Hugh Johnston, a Member of Her Majesty's Legislative Council, has been returned by the High Sheriff as one of the Members to represent Queens' County in this House, and that the said Honorable Gentleman still retains his Seat in the former Branch; and whereas by such Return the said County is not legally represented in this House; therefore

Resolved, That the Committee of Privileges be instructed to inquire into and report to this House what steps may be necessary to provide for the vacancy thus occasioned by such return."

The question being taken upon the said proposed amendment, it was carried in the affirmative.

Mr. Wark, by leave, presented a Petition from James Wheton, of Richibucto, in the County of Kent, a licenced Teacher, praying that a Grant may pass in addition to the usual Parish School allowance, by reason of his giving instruction in the higher Branches of Education; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Hanington, by leave, presented a Petition from Jacqus M. DeVarenes, a licenced Teacher, praying to be remunerated for teaching a School in the Parish of Shediac, in the County of Westmorland, for the period of one year ending on the twenty sixth day of November last; which he read.

Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Thomson, by leave, presented a Petition from Guy Clinch, of the Parish of Saint George, in the County of Charlotte, praying that a Grant may pass to compensate for the services of the late Lucretia Clinch, deceased, a licenced Teacher, for having taught a School in the Parish of Saint Stephen, in the said County, for the period of six months ending on the fourth day of February, 1845; which he read. Ordered, That the said Petition be received and referred to the Committee on School Petitions to report thereon.

Mr. Hanington, by leave, presented a Petition from Neil Henderson, of Shediac, in the County of Westmorland, setting forth, that when removing with his family and effects from Prince Edward Island to his present residence, he was charged with the Provincial Duty on a Horse which was part of his Farming Stock, and praying that the same may be returned to him; which he read.

Ordered, That the said Petition be received and referred to the Committee of Trade to report thereon.

Mr. Fisher, by leave, presented a Petition from William Moore, of the Parish of Dumfries, in the County of York, praying that the Pension due to his late Mother, as the Widow of an old Soldier of the Revolutionary War, for the year ending in June last, may be granted to him; which he read.

Ordered, That the said Petition be received and referred to the Committee of Supply.

Mr. Jordan, by leave, presented a Petition from Elizabeth Palmer, Widow of the late Thomas Palmer, deceased, an old Soldier of the Revolutionary War, praying that the Pension may be granted to her; which he read.

Ordered, That the said Petition be received and lie on the Table.

The Honorable Mr. Hazen, from the Committee appointed to revise the Rules and Regulations for the government of the House, submitted their Report; and he having read the same, handed it in at the Clerk's Table, where it was again read.

Ordered, That the Report be accepted, and the powers of the Committee continued and extended, to enable them further to report upon the matters referred for their consideration.

On motion of the Honorable Mr. Hazen,

The House went into Committee of the whole in consideration of the revised Rules' reported by the Committee.

Mr. Speaker resumed the Chair.

The Chairman reported, that the Committee having the Rules for the government of the House, as reported by the Select Committee, under their consideration, had agreed to the same.

Ordered, That the Report be accepted.

The Rules, so reported and agreed to, being then read by the Clerk, are as follow:Rules for the Government of the House of Assembly.

1. That Prayers be read every day, by the Chaplain of the House, at the first opening thereof.

2. No Member do come into the House, or move from one place to another, with his hat on.

3. While the House is sitting, and any Member is speaking, no Member shall be allowed to speak or whisper so as to interrupt him, unless it be to speak to order. 4. When any Member intends to speak, he must stand up and address the Speaker; if more than one rises, the Speaker shall determine who is up first; and the Member named by him speak.

5. No Member shall stand while another is speaking.

6. When any subject is being debated, if any Member arises to speak to another subject, any Member may, but the Speaker should, call him to order.
