shall, in case of vacancy, both in the office of President and Vice President, act as President; for assigning a public office, where the lists mentioned in the second paragraph of the first section of the second article of the Constitution, shall, in case of vacancy, in the office of President of the Senate, or his absence from the seat of Government, be in the mean time deposited; and for directing the mode in which such lists shall be transmitted."

WEDNESDAY, MAY 19.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill making provision for the Debt of the United States.

Mr. Seney took the chair of the committee.

Mr. Speaker resumed the chair, and Mr. Seney reported that the committee had, according to order, had the said bill under consideration, and made some progress therein.

Resolved, That this House will, to-morrow, again resolve itself into a Committee of the Whole House on the said bill.

A message from the Senate, by Mr. Otis, their Secretary:

Mr. Speaker: The Senate recede from their disagreement to the first amendment proposed by this House to the bill sent from the Senate, entitled "An act for giving effect to the act therein mentioned, in respect to the State of North Carolina, and to amend the said act," and agree to the said amendment, as amended by this House. They do adhere to their disagreement to the second amendment proposed by this House to the said blli. The Senate have also passed a bill, entitled "An act to prevent bringing goods, wares, and merchandises, from the State of Rhode Island and Providence Plantations into the United States, and to authorize a demand of money from the said State," to which they desire the concurrence of this House. And then he withdrew.

The said bill was read the first time.

Ordered, That the committee to whom was referred the report of the Secretary of War, on the petition of John Rogers, in behalf of himself and others, be discharged from further proceeding thereon; and that the said petition be again referred to the Secretary of War, with instruction further to examine the same, and report his opinion thereupon to the House.

THURSDAY, MAY 20.

The bill sent from the Senate, entitled "An act to prevent bringing goods, wares, and merchandises, from the State of Rhode Island and Providence Plantations into the United States, and to authorize a demand of money from the said State," was read the second time, and ordered to be committed to a Committee of the Whole House on Monday se'nnight.

The House proceeded to re-consider their second amendment proposed to the bill sent from the Senate, entitled "An act for giving effect to the act therein mentioned, in respect tothe State of North Carolina, and to amend the said act,” to their disagreement to which the Senato do adhere: Whereupon,

Resolved, That this House do adhere to the said amendment.

Ordered, That the Clerk of this House do acquaint the Senate therewith.

Ordered, That a committee be appointed to prepare and bring in a bill or bills to extend the "act to establish the Judicial Courts of the United States," to the State of North Carolina; and a committee was appointed of Mr. Williamson, Mr. Gerry, and Mr. Steele.

Mr. Burke, from the committee to whom was referred the memorial of Nathaniel Twining, made a report; which was read, and ordered to lie on the table.

Mr. Stone, from the committee to whom was referred the petition of Francis Mentges, made a report; which was read, and ordered to lie on the table.

time.

An engrossed bill for giving effect to an act, entitled "An act to establish the Judicial Courts of the United States" within the State of North Carolina, was read the third time.

A petition of William Hardy and Joseph Bedford was presented to the House and read, praying compensation for services rendered to the United States.

A petition of John Wood was presented to the House and read, praying compensa tion for services rendered, and injuries sustained in the service of the United States, during the late war.

Mr. Gilman, from the Joint Committee for Enrolled Bills, reported that the committee had examined an enrolled bill, entitled, “An act for the Encouragement of Learning, by securing the copies of maps, charts, and books, to the Authors and Proprietors of such copies, during the times therein mentioned;" also, an enrolled resolve respecting the arrears of pay due to a part of the troops of the Virginia and North Carolina lines, for the years one thousand seven hundred and eighty-two, and one thousand seven hundred and eighty-three; and had found the same to be truly enrolled: Whereupon, Mr. Speaker signed the said enrolled bill and resolve.

Ordered, That the Clerk of this House do acquaint the Senate therewith.

The Speaker laid before the House a letter and reports from the Secretary of War on the several petitions of Nathan Fuller, Nathaniel Fox, and of Joseph Tucker, Thomas Hollis Condy, Robert Williams, and Samuel Armstrong; which were read, and ordered to lie on the table.

A petition of Jacob Bailey was presented to the House and read, praying the settlement of a claim against the United States, and also, to be compensated for services rendered during the late war.

WEDNESDAY, MAY 26.

Mr. Gilman, from the Joint Committee for Enrolled Bills, reported that the committee did, yesterday, wait on the President of the United States, and present him with four enrolled bills; one entitled "An act to prescribe the mode in which the Public Acts, Records, and Judicial Proceedings, in each State, shall be authenticated, so as to take effect in every other State;" another, entitled "An act to provide for mitigating or remitting the Forfeitures and Penalties accruing under the Reveuue Laws, in certain cases therein mentioned; another, entitled "An act to continue in force an act, passed at the last session of Congress, entitled 'An act to regulate Processes in the Courts of the United States;" and another, entitled "An act for the government of the Territory of the United States South of the river Ohio;" for his approbation.

A petition of sundry merchants of the town of Wilmington, in the State of North Carolina, was presented to the House and read, praying relief against the payment of certain duties, which they conceive were unjustly exacted from them, under the operation of a law of the said State.

Ordered, That the said petition, together with the petition of John Wood, which lay on the table, be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

The several petitions of Walter Miles, Samuel Garritson, and Christian Wolfe, were presented to the House and read, respectively praying relief in consideration of services rendered, or for losses or injuries sustained, during the late war.

Ordered, That the said petitions be referred to the Secretary of War, with instruction to examine the same, and report his opinion thereupon to the House.

Ordered, That such of the reports of the Secretary of War on the petitions of invalid or wounded Officers and Soldiers as lie on the table, be referred to the commitee appointed to prepare and bring in a bill or bills for the relief of Disabled Soldiers and Seamen. A petition of John Frederick Amelung, proprietor of a glass manufactory, at New Bremen, in the State of Maryland, was presented to the House and read, praying the patronage of Congress to his undertaking, and that Government will assist him with a loan of money, or other means to further the same.

Ordered, That the said petition be referred to Mr. Carroll, Mr. Heister, Mr. Boudinot, Mr. Gale, and Mr. Vining; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of Enos Hitchcock, of the State of Rhode Island, was presented to the House and read, praying that the privilege of a late law may be extended to him, for securing the copy-right of a book which he has lately published, entitled "Memoirs of the Bloomsgrove Family."

Ordered, That the said petition be referred to Mr. Ames, Mr. Benson, and Mr. Boudinot; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of the merchants and traders on North Potomac River, in the State of Maryland, was presented to the House and read, praying that the river Wicomico, at Lewellinsburg, may be appointed a Port of Delivery.

Ordered, That the said petition be referred to the committtee appointed to prepare and bring in a bill or bills to amend the Laws of Revenue.

A message was received from the President of the United States, by Mr. Lear, his Secretary, notifying that the President has approved of two acts; one, entitled "An act to prescribe the mode in which the Public Acts, Records, and Judicial Proceedings, in each State, shall be authenticated, so as to take effect in every other State; the other, entitled "An act to provide for mitigating or remitting the Forfeitures and Penalties accruing under the Revenue Laws, in certain cases therein mentioned; and affixed his signature to the same this day.

The House proceeded to consider the report made yesterday, by the Committee of the Whole House on the bill making Provision for the Debt of the United States: Whereupon,

Ordered, That the said committee be discharged from further proceeding on the said

bill.

And then the amendments proposed by the said committee to the first, second, fourth, eighth, and twelfth sections of the said bill, being severally read at the Clerk's table, were, on the question put thereupon, agreed to by the House.

The following amendment to the third section being under consideration, to wit: To the end of the section, add, "Those which shall be issued for the bills of credit, issued by the authority of the United States in Congress assembled, at the rate of one hundred dollars, in the said bills, for one dollar in specie:"
