§ 1. Short title. This chapter shall be known as the "General Construction Law."

This section was Statutory Construction Law, L. 1892, ch. 677, § 1 pt. The report of the Board of Statutory Consolidation (1907), page 2151, has the following note relating to this section: "The reason for the change in the name of this chapter appears in the preceding general note. The omitted portion of this section has been made section 110 of the General Construction Law."

In connection with this chapter, the investigator should constantly consult the article "Statutes and Statutory Construction," Book 1.

Scope. This chapter prescribes general rules laid down by the legislature for the construction of every statute, subject to certain clearly defined exceptions. People v. New York Cent., etc., R. Co., (1898) 156 N. Y. 570, 51 N. E. 312, reversing 25 App. Div. 632, 50 N. Y. S. 1132.

As to application of this chapter to every statute, see section 110, infra, and notes thereunder.

The Statutory Construction Law was chapter 1 of the "General Laws," being L. 1892, ch. 677. The name has been changed to General Construction Law. See consolidators' note, supra.

Sections 1-9 of the Statutory Construction Law of 1892 are covered by the General Construction Law of 1909. See infra, p. 94.
