Weight in excess of the standard shown above may be waived if it is clearly shown that it is due to robust physique and that it does not constitute obesity or evidence of endocrine disorder.

75.23 Admission to the Academy-(a) Date of admission. Candidates who fully conform to the requirements set forth in the preceding section and who report in person to the superintendent on the first week day in July, before 12 m., shall be admitted as cadets to the United States Military Academy and shall receive their warrants of appointment as soon as practicable. Candidates are received beginning at 8 a. m., and it is to their advantage to report as soon as practicable after that hour. Facilities are not available for the housing and feeding of new cadets reporting before that time. The Military Academy operates on daylight-saving time beginning the last Sunday in April.

(b) No cadet to be married. No married person or person who has been married shall be admitted as a cadet; and if any cadet shall be married prior to graduation, such marriage shall be considered as equivalent to a resignation and he shall be required to

leave the institution.

(c) Engagement to serve. Immediately after reporting to the superintendent for admission, and before receiving their warrants of appointment, candidates are required to sign, in the presence of the superintendent or of some officer deputed by him, engagements for service in the following form:

(d) Oath of allegiance. Each cadet shall, previous to his admission to the academy, take and subscribe an oath or affirmation in the following form:

I, do solemnly swear that I will support the Constitution of the United States and bear true allegiance to the National Government; that I will maintain and defend the sovereignty of the United States paramount to any and all allegiance, sovereignty, or fealty I may owe to any State, county, or country whatsoever; and that I will at all times obey the legal orders of my superior officers and the rules and articles governing the Armies of the United States (sec. 1320, R.S.).

75.24 Deposit upon entrance. Immediately after admission each candidate must be provided with an outfit of uniform, etc., the cost of which is about $300. This sum, or an amount which, when added to the mileage allowance, will equal $300, must be deposited with the treasurer of the academy before the candidate is admitted. It is best for the candidate to take with him no more money than he needs for traveling expenses and for his parents to send the required deposit by draft, payable to the treasurer, United States Military Academy. The deposit is credited at once to the cadet's account. Upon graduation à cadet who has exercised proper economy will have sufficient money to his credit with the treasurer of the academy to purchase his uniform and equipment as an officer.*+ [Par. 50]

PROCUREMENT OF SUPPLIES; GENERAL PROVISIONS

Section 81.1 Sales, loans, or gifts of supplies to manufacturers-(a) General. Sales, loans, or gifts of drawings, manufacturing or other information, and samples of supplies and equipment will be made only to those manufacturers who are or may likely be manufacturers or suppliers of the War Department under approved production plans. Such action will not be taken without prior approval of The Adjutant General if the samples are required to be safeguarded by $ 5.1, or if the samples are in the hands of organizations. If the information is required to be safeguarded by § 5.1, such action will conform thereto.

(b) Gifts. Gifts may be made if the standard list price thereof does not exceed $25, and if specific authorization in each case is given by the chief of the supply arm or service concerned. A certificate by the officer accountable for the supplies given, indicating disposition under this authority, will be accepted by auditing officers as a proper voucher for dropping those supplies.

(c) Loans. Loans of supplies will be made to contractors as directed in Army Regulations. Such loans may be made to manufacturers who are likely to be contractors in the same manner only if the standard list price thereof does not exceed $500, and provided that specific authorization in each case is given by the chief of the supply arm or service concerned.

(d) Sales. Sales may be made only as specifically authorized in each case by the chief of the supply arm or service concerned, and then only at the standard list price and in cases where such price does not exceed $500.

(e) Authority of the Assistant Secretary of War. Any gift exceeding $25, standard list price, any loan to others than contractors exceeding $500, standard list price, and any sale at a price other than standard list price or exceeding $500, standard list price, will be made only with the prior approval of the Assistant Secretary of War. 81.2 Troop labor and transportation, use of, forbidden. (a) Except in case of manifest necessity or when authorized by the Secretary of War, the labor of troops or Government employees or Government means of transportation will not be used to enable contractors to fulfill contracts.

(b) Whenever such labor and transportation have been used, the authority therefor will be given in writing, a report enumerating in detail the service rendered will be forwarded to The Adjutant General, and full deduction will be made for the value of the service rendered.
