inspected 178,665 times during the year, or an average of 4.8 times each. There were 165 positive reactors to the tuberculin test, 354 animals were condemned for mastitis, and all animals (406) producing milk to be consumed raw were given an annual test for Bang's disease.. The farm inspectors make the mastitis examinations, but the tuberculin and Bang's tests are performed by the Bureau of Animal Industry or authorized veterinarians.

Samples. Bacterial examinations of samples of milk were made by the health department during the fiscal year 1937 as follows: Bottled raw milk (including certified), 647 samples, or an average of 59 per distributor; pasteurized milk, 658 samples, or an average of 50 per distributor; raw milk before pasteurization, 3,532, or an average of 2.7 per producing farm. Unofficial sampling of shippers' milk is done at the collecting station and at some plants, but this compensates only in part for the lack of adequate official sampling.

The bacterial counts reported are excellent. During the fiscal year 1937, 98.4 percent of the certified milk samples and 95.5 percent of the other raw milk samples met the legal standard of not more than 20,000 per cc and no colon bacilli. Of the pasteurized milk samples 98.17 percent met the legal standard of not more than 40,000 per cc and no colon bacilli. There is no legal standard for cream; but of the 14 samples taken of pasteurized cream, only 2 gave a count of over 50,000 per cc. More frequent sampling of cream is recommended. Of the prepasteurized raw milk samples, 90.85 percent were under 50,000 per cc and only 0.42 percent were over 500,000 per cc. There is no legal standard for such milk, but a hearing is held when the count exceeds 100,000. Bacterial records of shippers' samples are so filed as to make it extremely difficult to determine the average count for individual farms.

The health department made chemical analyses of 6,534 samples of milk and 76 samples of cream during the fiscal year 1937. Of the milk samples, 8.07 percent were below the legal butterfat standard of 3.5 percent and 0.46 percent showed added water. Of the cream samples, 9.2 percent were below the legal butterfat standard of 20 percent.
