AFTERNOON SESSION

The Council met pursuant to adjournment and was called to order by the President.

Prayer was offered by the Rev. Mr. Disch of Guthrie.

The roll was called and all members answered to their names.

The Journal of the preceding day was read and approved.

Mr. Menefee presented Council Joint Memorial No. 1, addressed to the Congress of the United States and petitioning the opening to public settlement of certain government reservations. The Memorial was read.

Moved by Mr. Threadgill, that the Joint Memorial be adopted. The ayes and nays were called for, and the motion carried. The following bills were introduced and placed on their first reading:

Council Bill No. 1, by Mr. Threadgill, "An Act relating to the bribery of certain public officers, and providing punishment therefor."

Council Bill No. 2, by Mr. Sharrock, "An Act amending Section 1, of Chapter 28, of the Session Laws of 1897."

Council Bill No. 3, by Mr. Niblack, "An Act to amend Section 8, of Chapter 12, of the Revised and Annotated Statutes of Oklahoma of 1903, entitled, 'An Act providing for the incorporation and government of cities of the first class.'"

Council Bill No. 4, by Mr. Scott, "An Act to protect the stockraisers of Oklahoma and to establish a quarantine line therein."

Council Bill No. 5, by Mr. Hickam, "An Act to regulate drilling and abandonment of petroleum oil, natural gas and mineral water wells and to prevent certain abuses connected therewith.”

Council Bill No. 6, by Mr. Hickam, "An Act providing for the designation of a depository for county funds."

Council Bill No. 7, by Mr. President, "An Act to amend Section 215, of Article 16, Chapter 18, of the Revised Statutes of 1903, entitled, 'Religious, Educational and Benevolent Corporations.'

Council Bill No. 8, by Mr. President, "An Act amending Chapter 13, Session Laws of 1899, relating to elections."

Council Bill No. 9, by Mr. President, "An Act to provide for the assessment and taxation of street car companies and express companies."

Council Bill No. 10, by Mr. Scott, "An Act requiring the payment of certain premiums to the fire department of incorporated cities by fire insurance companies doing business in this Territory, for the purpose of creating a fund for the benefit of the members of the fire department of such Cities, and providing for the collection and distribution of the same."

Council Bill No. 11, by Mr. Francis, "An Act providing for a railroad commission, and defining the duties for the same."

Mr. Sharrock, chairman of the Committee on Printing, reported the Committee's work finished.

Mr. Alexander, chairman of the Committee on Joint Rules, reported.
The ayes and nays were called and the report was adopted.

Mr. Hickam suggested that there were employes present that should be sworn in.

The President asked that chairman of committees report the time when their clerks began work.

Mr. Murphy asked that the chief clerk be instructed to send all Joint Memorials and Resolutions to the House. The President instructed the clerk.

Mr. Alexander asked that the rules be suspended and that it be in order to introduce bills. The President suspended the rules by common consent.

The following bills were introduced and placed on their first reading:

Council Bill No. 12, by Mr. Alexander, "An Act to provide fees to be paid witnesses in certain criminal cases."

Council Bill No. 13, by Mr. Niblack, "An Act to provide for moral and humane education in the public schools of the Territory of Oklahoma."

Council Bill No. 14, by Mr. Cralle, An Act to amend Section 6187 of Wilson's Statutes of the Territory of Oklahoma, entitled, 'Hiring Teachers." "

Mr. Threadgill reported H. I. McGill, clerk of Ways and Means Committee, engaged in his work.

Mr. Hickam reported N. A. Bullock, clerk of Quarantine and Animal Industries Committee, engaged in his work.

Mr. Decker reported Mary McKinney, clerk of Education Committee, engaged in her work.

Mr. Murphy reported A. A. Greer, clerk of Enrolled and Engrossed Bills Committee, engaged in his work.

The following employes went forward and were sworn in by the President: H. I. McGill, A. A. Greer, N. P. Bullock, Mary McKinney, Ed. Gray, Miss Edith Scoresby, and Miss Calloway.

Mr. Alexander moved that the rules be suspended and bills be placed on their second reading and referred to committees. Bills were read a second time and referred as follows:

Council Bill No. 1, Judiciary Committee; Council Bill No. 2, Private Corporations and Corporate Law Committee; Council Bill No.
