Mr. Alexander moved that the Council take a recess until 2 o'clock

AFTERNOON SESSION.

The Council resolved itself into the Committee of the Whole, with Mr. Niblack in the Chair.

The Committee of the Whole arose to receive a message from the House, transmitting Council Joint Resolution No. 4.

The Committee of the Whole reported that Substitute Council Bill No. 37 do pass as amended, that House Bill No. 37 do not pass that Council Bill No. 22 do pass, that Council Bill No. 42 do not pass, and that Council Bill No. 57 do pass; report was adopted.

The rules were suspended and Committee reports declared in order.

The Committee on Printing reported, recommending that House Bill No. 9 do pass, and that House Concurrent Resolution No. 2 be placed on file; report was adopted.

The Committee on County and County Affiairs reported, recommending that House Bill No. 30 do pass, and that Council Bill No. 6 do not pass; report adopted.

Upon request, Council Bill No. 55 was taken from the Printing Committee and referred to the Judiciary Committee.

Mr. Niblack moved to adjourn until 10 o'clock tomorrow.

MORNING SESSION.

The Council met pursuant to adjournment and was called to order by the President.

Prayer was offered by the Rev. Mr. Craven.

All members were present, except Mr. Scott.

The Journal of the preceding day was read and approved.

Mr. Murphy presented Council Petition No. 6, which was referred to the Committee on Municipal Corporations.

Council Bill No. 94, by Mr. Cralle, Committee on Private Corportions and Corporate Law; Council Bill No. 95, by Mr. Cralle, Committee of Private Corporations and Corporate Law; Council Bill No. 96, by Mr. Hickam, Committee on Municipal Corporations; Council Bill No. 97, by Mr. Decker, Committee on Education; Council Bill No. 98, by Mr. Sharrock, Committee on Municipal Corporations; Council Bill No. 99, by Mr. Sharrock, Committee on Education; Council Bill No. 100, by Mr. Alexander, Committee on Private Corporations and Corporate Law; Council Bill No. 101, by Mr. Cralle, Judiciary Committee; Council Bill No. 102, by Mr. Niblack, Judiciary Committee; Council Bill No. 103, by Mr. Scott, Judiciary Committee; Council Bill No. 104, by Mr. Scott, Committee on Agriculture and Highways; Council Bill No. 105, by Mr. Scott, Committee on Irrigation and Drainage; House Bill No. 121, by Mr. Ross, Committee on County and County Affairs; House Bill No. 54, by Mr. Taylor, Committee on County and

Council Bill No. 43, by Mr. Cralle, was placed upon its third reading and final passage.

A message was received from the House, transmitting Council Bill No. 4.

The question being, "Shall the Bill pass," the roll was called and the vote resulted as follows:

Mr. Alexander voted "Nay," explaining his vote thus: "I think the bill puts the county to unnecessary expense by including in the tax roll descriptions of all tracts of land deliquent in taxes."

By request, further action was deferred until Monday.

Council Bill No. 15, by Mr. Francis, was placed upon its third reading and final passage.

Mr. Francis moved that the Bill be recommitted to the Committee of the Whole for the purpose of amendment, which motion carried.

The following bills were introduced and read for the first time:

Council Bill No. 111, by Mr. Threadgill, "An Act to create county public land offices for the Territory, making the board of county commissioners within and for their respective counties, commissoners thereof, the county clerk, collector of the rents and profits, and to provide for the leasing, management and control of all lands owned and controlled by the Territory of Oklahoma, within their respective counties, and for other purposes."

Council Bill No. 112, by Mr. Cralle, "An Act amending Section 5973, of Wilson's Revised and Annotated Statutes of Oklahoma, of Section 61, Article 5, of Chapter 75, providing for the correction of assessments and refund of taxes."

House Joint Memorial No. 7, by Mr. Gandy was read.

Upon motion of Mr. Alexander, the Memorial was adopted.

Mr. Alexander moved that Council Bill No. 8 be referred again to the Committee of the Whole for amendment. Motion carried.

The Committee on Public Institutions reported, recommending that Council Bill No. 68 do not pass, and that Council Bill No. 69 do not pass. Report adopted.

The Committee on Enrolled and Engrossed Bills reported Council Bill No. 8 correctly engrossed, and Council Joint Resolution No. 4 correctly enrolled. Report was adopted.

The Committee on County and County Affairs reported, recommending that Council Bill No. 93 do pass with amendments. Report adopted.

The Committee on Irrigation and Drainage reported, recommending that Council Bill No. 76 do pass. Report adopted.

The Committee on Municipal Corporations reported, recommending that Council Bill No. 75 do pass. Report adopted.

Mr. Sharrock moved that the vote adopting the report of the Committee on Council Bill No. 6 be referred again to the Committee on County and County Affairs.

Mr. Hickam moved that the Council resolve itself into the Committee of the Whole to consider bills on the Calendar. Motion carried.

Mr. Murphy was called to the chair.

The Committee of the Whole reported, recommending that Council Bill No. 15 do pass as amended, and progress in the consideration of Council Bill No. 8. Report adopted.

Upon motion of Mr. Alexander, the council took a recess until 2 o'clock P. M.

AFTERNOON SESSION.

On motion of Mr. Alexander, the Council resolved itself into the Committee of the Whole, with Mr. Francis in the chair.

The Committee arose temporarily to receive a message from the House, transmitting Council Bill No. 7, House Bill No. 61, and House Bill No. 109.

The Committee of the Whole arose and reported, recommending that Council Bill No. 78 do not pass, that House Bill No. 53 be recommitted to the Education Committee, that Council Bill No. 28 do pass, that Council Bill No. 50 do pass, that Council Bill No. 8 do pass. Report adopted.

The Rules were suspended and the Committee on Enrolled and Engrossed Bills reported Council Bill No. 57 and Council Bill No. 22 correctly engrossed. Report was adopted.

Upon motion of Mr. Threadgill, the Council adjourned until 10 o'clock A. M., tomorrow.
