Chancellor Pruyn, as chairman of the select committee on that subject, made a verbal report as to the legislation desirable to encourage voluntary endowments of Colleges and Academies. He stated that this subject had repeatedly been brought to the notice of the Convocation and the Legislature, but no definite results had been attained. A bill was reported at the last session of the Legislature, designed to carry out the views of the Convocation, but, from a variety of causes, it failed to become a law. He urged the members of the Convocation to give this matter their personal attention, and to bring it prominently before the members of the next Legislature with whom they may be acquainted. The great question is, in what way can funds be secured in perpetuity for our Colleges and Academies, beyond the reach of any contingency?

Principal Edwards, of the Chamberlain Institute, mentioned the fact that Judge Chamberlain, after whom the Institute was named, left in his will something over $100,000 for its benefit. But according to an existing law, an Academy can only take and hold by gift, grant or devise, any real or personal property, the clear yearly income or revenue of which shall not exceed the value of $4,000." Application was made to the Legislature during the life of the testator, for an act legalizing the bequest, but his decease occurred while the bill was pending, and the institution lost the greater part of the bequest. Mr. Edwards urged that the existing limitation, as to amount, should be repealed without delay.

The Chancellor stated that the bill above referred to, relative to voluntary endowments, contains provisions directed to the point made by Principal Edwards, and he expressed the opinion that the bill could be enacted at the next session of the Legislature, if its friends will make the requisite exertion.

Recess until eight o'clock P. M.
