CALLED MEETING.

February 4, 1907-Morning Session.

The State Board of Health met pursuant to the call of the President on Monday, February 4, 1907, at 10:30 o'clock a. m.

President Jones called the board to order.

The Secretary being absent on account of sickness the clerk was directed to call the roll and to read the minutes of the last regular meeting.

The clerk accordingly called the roll and registered the following members present:

Dr. Heber Jones, President; Dr. T. E. Abernathy, Vice President; Dr. R. E. Fort and Hon. W. W. Ogilvie. Dr. Louis Leroy, State Bacteriologist, was also present.

The clerk then read the minutes as directed, and upon motion of Dr. Fort, the same were adopted.

Referring to the work of the special committee appointed at a former meeting to investigate the sanitary condition of the main prison and branch prison, with especial reference to the prevalence of tuberculosis among inmates of these institutions, Dr. Fort, chairman of the committee, moved that the board address a letter to the prison physican, Dr. Head, of Nashville, urging his hearty and prompt cooperation in securing specimens of sputa from among the convicts of the main prison, to the end that the committee might obtain important data to be included in the report to the board.

The motion was adopted and the clerk was directed to address Dr. Head the letter as indicated.

The committee was then granted further time in order to complete its work.

Dr. Jones made a statement giving his reason for not attending the recent meeting of the American Public Health Association.

In this connection Dr. Jones stated that the board had failed to meet its regular annual dues to the American Public Health Association covering the past two years.

Dr. Fort moved that the Secretary be directed to pay these dues out of the funds of the board. So ordered.

Dr. Fort moved that a committee be appointed to revise the By-laws, and said committee to report at the afternoon session.

Mr. Ogilvie then moved that the President and Dr. Abernathy be made a committee to revise the By-laws.

Dr. Fort in the chair. The above motion was put and carried.

President Jones then called the attention of the board to the subject of pure food and drug legislation now under consideration by the Legislature.

In this connection, what is known as the "Marr Pure Food Bill" was discussed at length by all members present.

On motion of Dr. Fort the clerk was directed to arrange for a conference with Governor Patterson, with a view to a closer understanding as to the authority to be vested in the board, under the provisions of the "Marr Bill."

The clerk carried out the order of the board and reported back that Governor Patterson would not be able to receive the board until some time in the afternoon, the clerk having received such information through the Governor's private secretary.

After some further deliberation on the subject the board adjourned to meet at 2:30 o'clock in Room 22 of the Maxwell House.

Afternoon Session.

The board reconvened as per adjournment, at 2:30 o'clock p. m. in Room 22 of the Maxwell House, all members being present.

The board held an informal session of several hours, having under consideration the matter of pure food and drug legislation.

Dr. Cook and Dr. George H. Price, of Nashville, also met with the board and took part in the discussion of proposed amendments to the "Marr Bill," with especial reference to its manner of enforcement.

After several hours deliberation the board adjourned to meet Tuesday morning, February 5, 1907, at 10:30 o'clock, at the office of the board.

February 5, 1907-Morning Session.

The board reconvened as per adjournment, all members being present except Dr. Abernathy, who was compelled to return home to Chattanooga on account of urgent professional business.

President Jones called the board to order at 11:30 a. m. and the following members were registered present: Dr. Heber Jones, President; Dr. R. E. Fort and Hon. W. W. Ogilvie; Dr. Albright, Secretary, and Dr. Louis Leroy, State Bacteriologist.

The board at once resumed consideration of the "Marr Pure Food Bill."

The Secretary was directed to read the bill, and the measure was considered section by section.

Upon motion of Dr. Fort, Mr. Marr was invited to confer with the board concerning certain amendments considered necessary.

Mr. Marr accordingly appeared before the board and agreed to the proposed amendments pertaining to the enforcement of the bill.

After some further deliberation the board adjourned to meet in Room 22 of the Maxwell House for a final consideration of the "Marr Bill."

The reconvening of the board was fixed at the hour of 4 o'clock p. m.

Afternoon Session.

The board reconvened in Room 22 of the Maxwell House 4 o'clock p. m.

Present: Dr. Heber Jones, President, and Dr. R. E.

Fort.

No quorum being present the board discussed informally the proposed pure food legislation, there being present in conference with the board Drs. Crockett, Cook, Price and Leroy.

At 6:30 o'clock p. m. the meeting adjourned until 9:30 o'clock p.m. to meet in Room 22 of the Maxwell House.

Night Session.

The board reconvened as per adjournment in Room 22, Maxwell House.

Present: Dr. Heber Jones, President, Dr. R. E. Fort and Hon. W. W. Ogilvie.

The committee appointed to revise the By-laws governing the board made a report showing that the board was in doubt as to the regularity or legality of changing the said By-laws at a called meeting and that this matter be postponed until the next regular meeting.

After the transaction of routine business the board adjourned to meet subject to the call of the President. J. A. ALBRIGHT, Secretary.

February 11, 1907-Morning Session.

The State Board of Health of Tennessee met pursuant to the call of the President, upon request of two members of the board, on Monday, February 11, 1907, at 11 o'clock

a. m.

President Jones called the board to order at 11 o'clock

a. m.

The Secretary called the roll and the following members were present: Dr. Heber Jones, President; Dr. T. E. Abernathy, Vice President; Dr. R. E. Fort and Hon. W. W. Ogilvie.

The Secretary then read the minutes of the last meeting of the board, which met pursuant to the call of the President, on Monday, February 4, 1907.

Upon motion of Dr. Fort, the minutes as read were so amended as to show that the committee appointed to revise the By-laws made a report to the effect that the committee was in doubt as to the regularity of the board's action in proposing a revision of the By-laws at a called meeting, and therefore, the committee had decided to postpone its work until the next regular meeting of the board.

Dr. Fort then moved the adoption of the minutes a read and amended.

Dr. Fort's motion was seconded by Dr. Abernathy and the minutes as read and amended were adopted.

Dr. Fort, chairman of the special committee heretofore appointed to investigate and report upon the sanitary condition of the State charitable institutions, stated that he had addressed the following letter to Superintendents of the respective charitable institutions:
