Senate met, pursuant to adjournment.

Mr. Boyd, from the judiciary committee, to which was referred Senate bill, No. 273, for "An act to prevent gift enterprises and lotteries from sale of tickets in this State, and to punish persons and newspapers for aiding the same," reported the same back, and recommended its passage.

The report of the committee was concurred in, and the bill
Ordered engrossed and printed for a third reading.

Mr. Boyd, from the judiciary committee, to which was referred Senate bill, No. 263, for "An act to prevent the members of official boards, having control of public works, from becoming interested in the construction thereof," reported the same back, with amendments, and recommended its passage as amended.

The report of the committee was concurred in, the amendment adopted, and the bill

Ordered engrossed and printed for a third reading.

Mr. Boyd, from the judiciary committee, to which was referred House bill, No 246, for "An act to repeal an act incorporating the city of Nashville, in Washington county," reported the same back, and recommended its passage.

The consideration of the bill was postponed.

Mr. Underwood, from the judiciary committee, to which was referred Senate bill, No. 274, for "An act to enable certain villages in this State having commons, derived from foreign grants, to sell and convey the same, and to protect the rights of the inhabitants of such villages in said lands and the proceeds thereof," reported the same back, and recommended its passage.

Mr. Hampton, from the special committee, consisting of himself, to which was referred Senate bill, No. 173, for "An act to repeal an act therein named," reported the same back, and recommended its passage. Mr. Underwood offered the following amendment to the title of Senate bill No. 173; which was adopted:

Strike out "therein named," in the title, and insert, "in relation to fees of certain county officers."

The title, as amended, was then adopted.

Ordered that the title be as amended, that the Secretary inform the House of Representatives thereof, and ask their concurrence therein.

A message from the House of Representatives, by Mr. Reece. Mr. President: I am instructed to inform the Senate that the House of Representatives has adopted the following resolutions, to-wit:

Resolved by the House of Representatives, the Senate concurring herein, That our Senators in Congress are instructed, and our Representatives are requested, to use all honorable means to procure the passage of a law giving to each soldier and seaman who served in the army of the United States during the late rebellion, and who was honorably discharged, or in case of the death of such soldier or seaman, then to their legal heirs, one hundred and sixty acres of land, to be selected out of any lands subject to private entry, without subjecting said soldier, seaman, or their heirs, to settle thereon, or any other condition that would work a hardship on such soldier, seaman or their heirs.

Resolved, That a copy of this resolution be sent to each of our Senators and Representatives in Congress.

Also the following:

WHEREAS the judges of the circuit and district courts of the United States for the Northern District of Illinois have had their Illinois Reports and Statutes of the State of Illinois burned at the recent fire in Chicago; therefore,

Resolved by the House of Representatives, the Senate concurring herein, That the Secretary of State furnish said judges, each, with a copy of the Illinois Reports and of the Statutes of the State of Illinois.

In the adoption of which I am instructed to ask the concurrence of the Senate.

Senate bill, No. 279, for "An act to enable towns, cities and villages to acquire and maintain public parks and drives."

The House message, concerning the appropriation by Congress of land to soldiers of the late war, was taken up, and

The House message, concerning the giving of certain law books to courts in Chicago, was taken up, and

Mr. Marsh moved to reconsider the vote whereby the motion of Mr. Starne, to print the Governor's message, was laid on the table. And the yeas and nays being demanded,

The journal of yesterday was read by the Secretary, and approved. Mr. Underwood asked to be excused from serving on the committee on apportionment, and Mr. Carter was appointed in his place.

Mr. Nicholson, from the committee on agriculture and drainage, to which was referred Senate bill, No. 269, for "An act concerning Canada thistles," reported the same back, with amendments, and recommended the adoption of the same.

The report of the committee was concurred in, and the bill

Ordered engrossed for a third reading, and 250 copies printed.
Mr. Bishop introduced

Senate bill, No. 280, for "An act to repeal the registry law, and to establish registration in cities, towns and villages having five thousand inhabitants and upwards, and in counties having one hundred thousand inhabitants and upwards."

Which was read at large a first time, and

Ordered to a second reading.

Mr. Nicholson introduced

Senate bill, No. 281, for "An act to amend an act entitled 'an act to incorporate Lincoln University,' approved February 16, 1865."

On motion of Mr. Nicholson,

Senate bill, No. 282, for "An act to provide for the restoration of record evidence of title to and interest in lands, when the records are lost, destroyed or effaced, and for the protection of owners and persons interested in such lands."
