1. PURPOSE. This instruction forwards International and Inland Navigation Rules and Regulations for use by Coast Guard personnel.

2. DIRECTIVES AFFECTED. The following publication is hereby cancelled:

"Navigation Rules, International

On 1 March 1983, the Inland Rules became effective on the
Great Lakes, completing the unification of navigation
rules within the United States. For the first time in
this century, mariners need to know only one set of rules
of the road to ply any waters inside the navigational
lines of demarcation called COLREGS, Demarcation Lines.
On 1 June 1983, 55 amendments to the International Reg-
ulations for Preventing Collisions at Sea, 1972 (72
COLREGS) became effeative These amendments,,which were
anticipated when the Inland Rules were written bring the
two sets of Rules closer together. Some differences do
remain between the Inland and International Rules. The
side-by-side presentation of Rules in this book will
allow the mariner to determine those differences quickly.

The primary purpose for revision of COMDTINST M16672.2 is to incorporate the amendments into 72 COLREGS and delete the italicized material which was superseded on 1 June 1983. This will make the Rules easier to read. Other minor changes to the publication were made. Some of these are the addition of two pictures following Rule 24(d), inclusion of interpretative rules, the insertion of minor amendments to the Vessel Bridge-to-Bridge Radiotelephone Regulations, and creation of a new legal citations page just before the conversion table at the end of the book.

Following initial distribution of this publication, units may request additional copies by sending a completed form CG-4428 to Commandant (G-CMA-3). Once the supply at Headquarters is exhausted, units must procure the book directly from the U.S. Government Printing Office (GPO) using unit funds. A COMDTNOTE will follow publication of this book with price and GPO stock number when they

become available.

This publication is not available for free issue to the public.
