In closing, I thank the Subcommittee for providing this opportunity to present OSM's FY 2000 budget request and to summarize our recent accomplishments and to outline our vision for OSM's future. I believe this is a sound, fiscally responsible budget proposal that contains the resources necessary for OSM and the States and Tribes to implement SMCRA requirements effectively.
