This special Bulletin No. 103, containing summaries of deci sions and texts of opinions by the courts in cases arising under the New York State Labor Law, and other statutes involving labor questions, has been prepared by Mr. W. F. Atterholt, expert, attached to the Division of Special Investigations of the Bureau of Statistics and Information.

INTRODUCTORY

This Bulletin reviews the court decisions relating to labor, decided since January 15, 1915, and is supplemental to Bulletin No. 70 covering the period between October 1, 1913, and January 15, 1915. Bulletin No. 70 and this Bulletin continue the series of reviews of such court decisions which were regularly published in the former quarterly Bulletin of the Department from June, 1899, to September, 1913. This Bulletin brings the review down to January 15, 1921.

The review includes all decisions, both state and Federal, respecting any section of the general Labor Law (chapter 31 of the Consolidated Laws), except that only a few of the more important decisions on the employer's liability statute (article 14 of the Labor Law) are noticed, this latter statute having been largely superseded by the Workmen's Compensation Law. A separate series of bulletins contains decisions relating to workmen's compensation.

Under the title "Labor Organizations and Industrial Disputes," the cases involving the rights of members of labor organizations as among themselves, as well as questions involving labor disputes, conspiracy and boycott, are reviewed. In this discussion all cases decided by the New York courts have been utilized, and in addition, a few cases of interest decided by the federal courts, especially where the case arose within New York State.

In addition to the foregoing, there are given under the heading "Miscellaneous" notices of a few cases not coming under labor statutes proper but which are of sufficient interest to warrant their

inclusion.
