In force Feb. 16, AN ACT to authorize the payment of accounts against the war fund, barred by the limitation as to time of presentation.

1865.

Preamble.

WHEREAS, by virtue of the provisions contained in section five of the act, approved May 2d, 1861, entitled "An act creating a war fund, and to provide for auditing all accounts and disbursements arising under the call for volunteers," all claims and accounts accruing against the state for war expenses or disbursements, specified in said. act, not presented for adjustment within three months from the accruing of the same, or be considered as donated to the state and not thereafter be allowed; And whereas, many meritorious claims for services performed and articles furnished have been excluded from payment, justly due, in consequence of ignorance of the aforesaid provision of said act, and in consequence of the inability of the parties to whom the same were due to present the same to the board of commissioners at Springfield, owing to absence in the army and elsewhere; and whereas, the board of commissioners, appointed by virtue of said act, have examined and certified the correctness of all such claims presented to them as appeared to them meritorious, but which were excluded from being paid by said provision of the act aforesaid; therefore,

SECTION 1. AN ACT for the transfer of the war fund to the revenue fund.

SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, That the war fund, now in the treasury, be transferred, on the warrant of the auditor, to the revenue fund, and that all receipts of war fund hereafter be credited to the revenue fund.

§ 2. That all outstanding war fund warrants, when paid, be so paid from the revenue fund; and all auditor's warrants hereafter drawn for the payment of claims against the war fund be drawn against the revenue fund.

3. This act shall be in force and take effect from and after its passage.

AN ACT providing for the appointment of watchmen for the public buildings In force_Feb 9, in the city of Springfield, and for the payment of the same.

1865.

SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, That the secretary of state and state treasurer are hereby authorized Watchmen and required to employ watchmen, whose duty it shall be to guard and carefully preserve from fire the public buildings in the city of Springfield.

2. That such watchmen shall be subject to such rules and regulations as may be prescribed by the secretary and treasurer, and may be discharged at their pleasure.

3. That such watchmen shall receive such compensa- Pay of watchm'n. tion as shall be agreed upon by the secretary and treasurer, who shall certify the time of service and rate of compensation; and upon presentation of such certificates to the auditor of public accounts, he is directed to issue his warrants upon the treasury for the amounts so certified, and the treasurer is directed to pay such warrants out of any money in the treasury not otherwise appropriated.

4. This act shall take effect and be in force from and after its passage.

Preamble.

WHEREAS, under the present call for 300,000 men, the state of Illinois is called on for 32,892 men; and whereas, in the distribution of quotas by counties and sub-districts great injustice is done the people of the state; therefore, Be it resolved by the House of Representatives, the Senate concurring herein, That we earnestly request our governor Quota of Illinois. to interfere in behalf of her citizens, and protect them from the unequal distribution in the assignment of quotas.
