§ 6. If any cattle tested for tuberculosis under the provisions of this Act shall react to the test, and the owner shall consent to the destruction thereof, such cattle shall be appraised by a board of ap: praisers, consisting of a representative of the United States Depart. ment of Agriculture and a representative of the Department of Agriculture of the State of Illinois. In case of a failure to agree on the valuation, or if the owner refuses to accept the appraised value, the two appraisers, together with the owner, shall select a third appraiser agreeable to all. The owner shall be bound by the appraisal. The State of Illinois shall pay to the owner of cattle destroyed under the provisions of this Act one-third of the difference between the appraised value of such cattle and the proceeds from the sale of the salvage, which the owner shall receive, provided that in no case shall any payment hereunder exceed $25.00 for any grade animal or $50.00 for any pure-bred animal, and no payment shall be made unless the owner has complied with all lawful quarantine regulations. § 7. No reimbursement shall be made to any person who is not a bona fide resident of the State of Illinois and who has not been a bona fide owner of the cattle for a period of six months immediately preceding the test. § 8. For the purpose of indemnifying the owners of tubercular cattle destroyed under the provisions of this Act and for the purpose of defraying other expenses incidental to the administration of this Act, there is hereby appropriated the sum of one hundred thousand dollars ($100,000.00), or so much thereof as may be necessary to carry out the provisions of this Act. § 9. Upon the presentation of proper vouchers certified to as correct by the Department of Agriculture and approved by the Department of Finance, the Auditor of Public Accounts is authorized and directed to draw his warrants against the sum hereby appropriated. AN ACT making appropriations for the University of Illinois. . .

SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1919, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of five million dollars ($5,000,000.00), payable only out of money paid into the State

§ 2. There is hereby appropriated to the University of Illinois of the two years beginning July 1, 1919, and until the expiration of the first fiscal quarter after the adjournment of the next General Assmily, for the purchase of land and the erection of buildings, the sm of three hundred thousand ($300,000) dollars, payable out of any it's in the State treasury not otherwise appropriated. § 3. There is hereby appropriated to the University of Illinois if the two years beginning July 1, 1919, and until the expiration of he first fiscal quarter after the adjournment of the next General As*mbly, the sum of twenty-five thousand ($25,000) dollars, payable out any funds in the State treasury not otherwise appropriated, for barns o other necessary accommodations to establish additional branches of Lilitary training desired by the War Department of the United States. § 4. The appropriations made in sections 1, 2 and 3 of this Act shall be subject to all the provisions, conditions and limitations of on Act entitled, “An Act in relation to State finance” approved. . . . . . ; : . . . . . . . . . . . . . . 1919, in force July 1, 1919. ! $ 5. Whenever any portion of said sum shall be received by the State Treasurer from the United States, it shall immediately be due and payable into the treasury of the University of Illinois.

§ 7. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its Secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is hereby authorized and directed to draw his warrants on the State Treasurer for the sums appropriated in sections 5 and 6 of this Act.

AN ACT making an appropriation for the construction of “The Illinois Walerway” and its appurtenances. SECTION 1. As Act to create the Zion Investigating Commission, to define its powers and duties, and to make an appropriation therefor. SECTION 1. Be it enacted by the People of the State of Illinois, or sented in the General Assembly: That the Zion Investigating 'mmission is hereby created. Said commission shall be composed of ive members of the Senate of the Fifty-first General Assembly, to be ointed by the President of the Senate, and five members of the House of Representatives of the Fifty-first General Assembly, to be ointed by the Speaker of the House of Representatives. The comrisioners shall meet and organize as soon as practicable after their ointment and they shall select a chairman from among their own Amber. The duties and functions of the commission shall cease and * terms of office of the members thereof shall terminate upon the *Evening of the Fifty-second General Assembly. § 2. The members of said commission shall receive no compenon for their services, but all actual and necessary expenses incurred o the commission, or any member thereof, shall be a proper charge "sinst the appropriation herein named. § 3. The commission shall have power to appoint a secretary and oth other employees as may be necessary and to fix their compensation. The commission shall also have power to adopt a seal. $ 4. It shall be the duty of the commission to investigate all harges that “The Christian Catholic Apostolic Church of Zion,” a soalled religious institution, located at Zion City, Illinois, and its ofseer or manager, by fraudulent representations as to their being olowed with supernatiral [supernatural] and divine power, and by the Alvocacy of a false religion, have been and still are securing and "aining the money and property of innocent persons, and to inquire fully into the affairs, transactions and business methods of said instituton and said overseer or manager, for the purpose of determining whether or not said charges are true. | It shall also be the duty of said commission to investigate similar sharges against other persons, institutions and organizations and to mäki full inquiry into their affairs, transactions and business methods of the purpose of ascertaining whether or not fraud is being practired upon the public. ! $ 5. The commission shall have power to administer oaths and to issue subpoenas under the seal of the commission and signed by the laiman thereof, to compel the attendance of witnesses and the prosition of relevant books, records, papers and documents.

Any Circuit Court or judge of the Circuit Court, either in tert time or vacation, upon application of the commission, may, by orde duly entered, require the attendance of witnesses and the productio of relevant books, records, documents and papers before the commis sion in any hearing held under the provisions of this Act. Upo refusal or neglect to obey the order of the court or judge, the court o judge may, by proceedings for contempt of court, compel obedience t the order so entered.

6. The commission shall report the results of its investigation

and inquiries, together with its recommendations, to the Fifty-secon General Assembly.

§ 7. The sum of five thousand dollars ($5,000) is hereby appro priated for the purpose of carrying out the provision of this Act.

§ 8. Upon the presentation of proper vouchers certified to by the chairman of the commission and approved by the Department of Finance, the Auditor of Public Accounts shall draw his warrants against the sum hereby appropriated, and the State Treasurer shall pay the same out of any moneys in the State treasury not otherwise appropriated.
