I__List of military classes of animals to be shown at horse shows. The list of military classes of animals to be shown at horse shows, published in Bulletin No. 10, War Department, 1920, is not to be considered obligatory, but as a guide in order that military events may be standardized.

Act of Congress-Amendment of section 4878, Revised Statutes, burial of soldiers in national cemeteries.-The following act of Congress is published to the Army for the information and guidance of all concerned.

An Act To amend section 4878 of the Revised Statutes as amended by the Act of March 3, 1897.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 4878 of the Revised Statutes, as amended by the Act of March 3, 1897 (chapter 378, Twenty-ninth Statutes at Large, page 625), be, and it hereby is, amended to read as follows:

SEC. 4878. All soldiers, sailors, or marines dying in the service of the United States, or dying in a destitute condition after having been honorably discharged from the service, or who served, or hereafter shall have served, during any war in which the United States has been, or may hereafter be, engaged, and, with the consent of the Secretary of War, any citizen of the United States who served in the Army or Navy of any government at war with Germany or Austria during the World War and who died while in such service or after honorable discharge therefrom, may be buried in any national cemetery free of cost. The production of the honorable discharge of a deceased man in the former case, and a duly executed permit of the Secretary of War in the latter case, shall be sufficient authority for the superintendent of any cemetery to permit the interment. Army nurses honorably discharged from their service as such may be buried in any national cemetery, and, if in a destitute condition, free of cost. The Secretary of War is authorized to issue certificates to those Army nurses entitled to such burial."

III__Procurement of supplies for educational and vocational training.-Section III, Bulletin No. 44, War Department, 1919, is rescinded and the following substituted therefor:

1. Supplies and equipment for educational and vocational training in the Army will be obtained from property declared surplus or by purchase from funds appropriated for this purpose. In addition, supplies and equipment in the hands of troops, supply departments, or services which can be spared for educational and vocational training, without interfering with the program of military training or Army supply, may be used for carrying out the program of educational and vocational training upon the approval of commanding officers of posts, camps, or stations, or chiefs of supply departments and services concerned.

2. This additional equipment, when in use for educational and vocational training, will be subject to the inspections of the responsible commanding officers and the representatives of the supply departments and services in the same manner as other equipment in the hands of troops, and will be kept in serviceable condition by the commanding officer to whom it is issued for educational and vocational training purposes. This equipment may also be withdrawn for military use by the department commander, commanding officer of the post, camp, or station concerned, or, upon approval of the War Department, by a chief of a supply department or of a service. In like manner, equipment purchased, or otherwise obtained, especially for educational and vocational training in the Army, may be utilized for military training under the orders of the post, camp, or station commander, or other higher commanding officer having authority over it.

3. Requisitions for equipment and supplies which are not under the control of the commanding officer of a post, camp, or station for educational and vocational training purposes will be submitted through channels to the respective department commanders, who are responsible that the supplies requested are reasonable for the purpose for which they are requested, and for the number of men to be trained. Until the fundamental tables of allowances for educational and vocational training are promulgated, department and other commanders concerned are responsible that the necessary officer or civilian personnel under their command, trained in educational and voca

tional training work, properly determine the suitability and reasonableness in quantity of supplies requested. At places exempted from departmental control for educational and vocational training, requisitions will be submitted through channels to the War Department for reference to the chief of service or other senior officer responsible for the educational and vocational training at the particular exempted post, camp, or station.

4. The purpose of the foregoing verification of requisitions is to insure that no request for educational and vocational training supplies is submitted to a supply department or service to be filled without first being carefully verified and approved by the senior officer responsible for educational and vocational training at the place of origin or by his representative. It is recognized that until fundamental tables of allowances for educational and vocational training are issued to the service, it will be a question of judgment on the part of the officer responsible, based upon the most expert advice available, as to whether requisitions are reasonable in character and quantity for the purpose for which intended. To this end all requisitions for such supplies will be accompanied by sufficient data as to courses, number of men under instruction, etc., to enable the responsible officer to make an intelligent decision. If department commanders or other commanding officers, similarly responsible, can not comply with the foregoing, due to lack of experienced personnel, the requisition in question will be forwarded to the War Department with a statement of that fact. 1

Requisitions thus approved by the commanding officers will be filled, if practicable, as designated in paragraph 1, from supplies and equipment that can be spared or from surplus, utilizing methods of supply authorized for the Army as a whole. Where the supplies and equipment requested can not be thus obtained, the requisitions will be returned through channels, authorizing the purchase of the supplies and equipment in question from funds allotted for educational and vocational training purposes to the post, camp, or station concerned.

6. In case of emergency, or in case the value of the equipment needed is small, and the delay incident to obtaining the equipment through the supply services would be prejudicial to the success of the training contemplated, department commanders,

chiefs of staff corps and departments, operating services, and post, camp, and station commanders to whom sufficient funds have been allotted for educational and vocational training may direct the purchase by local supply officers of needed equipment or supplies in open market without reference to higher authority and without going through the formality of submitting requisitions. In making such emergency purchases legal limitations and limitations fixed in regulations will be observed. 7. In accordance with accounting and supply methods, approved for the Army as a whole, a separate set of stock record cards will be maintained by the supply officer for equipment and supplies being held in storage for educational and vocational training at the respective posts, camps, or stations. Similarly, a separate set of property loan record cards will be kept for this property by officers to whom it is issued for edu cational and vocational training. This property will, in so far as practicable, be stored separate from other supplies and will be issued under such regulations prescribed by the post, camp, or station commander as will insure the use of these supplies for educational and vocational training.

8. Relatively large amounts of valuable equipment and supplies for Army educational and vocational training have been sent to various posts, camps, and stations from surplus equipment and supplies on hand in the Army. The equipment and supplies thus furnished are in many cases in excess of present requirements and are the estimated requirements for the Army educational program when fully developed. Department commanders will take the necessary action to see that supplies and equipment, thus available for educational and vocational training, under their command are properly stored and cared for and that a proper record of the same is kept, that they are intelligently and economically used, are inspected periodically by representatives of the respective department commanders, and are redistributed among their posts, camps, and stations as circumstances may demand from time to time, to enable the most efficient use to be made of the same. Report as to condition and needs of supplies and equipment for Army vocational training will be rendered as a part of the regular monthly report now required with reference to educational and vocational training. Especial care will be taken to report supplies and equipment of this character in excess of the needs of the de
