WAR DEPARTMENT, WASHINGTON, March 5, 1920.

1. Rules and regulations for the national matches, 1920.— The proceedings of the National Board for the Promotion of Rifle Practice, convened at Washington, D. C., January 15, 1920, having received the approval of the Secretary of War, the following excerpt thereof relating to civilians engaging in practice at the Small Arms Firing School and rules and regulations for the national matches is published for the information of all concerned. All conflicting regulations previously issued are hereby revoked, and such points as are not governed by these rules will be governed by the provisions of the Small Arms Firing Manual, 1913.

NATIONAL MATCHES.

2. For the year 1920 the national matches will be held under the direction of the Secretary of War at the Ohio State Rifle Range, Camp Perry, Ohio, commencing Monday, August 23, 1920. The matches will begin in the following order:

a. National individual rifle match.

b. National individual pistol match.
c. National pistol team match.
d. National rifle team match.

On Friday, August 20, and Saturday, August 21, the range will be open for final preliminary practice.

The matches of the National Rifle Association of America will precede the national matches.

NATIONAL RIFLE TEAM MATCH.

3. Open to teams of 12 firers from the following:

a. The Army of the United States, one or more.

b. The United States Navy, one or more.

c. The United States Marine Corps, one or more.
d. The United States Military Academy, one.

e. The United States Naval Academy, one.

f. The National Guard (including the Naval Militia) and the State troops of the several States and Territories, including the District of Columbia, one or more from each.

g. School teams composed of students of universities, colleges, and schools, one or more from each State, Territory, and the District of Columbia.

h. Reserve Officers' Training Corps camps, one or more from each.

i. Civilian teams composed of members of the National Rifle Association or its affiliated clubs, one or more from each State, Territory, and the District of Columbia.

4. There will be established and maintained at the Ohio State Rifle Range, Camp Perry, Ohio, a small-arms firing school for the instruction of citizens of the United States in marksmanship. The governors of the States and Territories, the Board of Commissioners of the District of Columbia, and the commanding officers of Reserve Officers' Training Corps training camps are each authorized to designate a civilian or school team of 18 members to attend the Small Arms Firing School at the Ohio State Rifle Range, Camp Perry, Ohio, from July 30 to August 28, 1920, inclusive, to receive instruction, engage in practice, and participate in the national matches.

5. Such designated team and no other civilian team shall receive transportation, sleeping-car fare, and subsistence, or reim

6. Course of fire:

First stage.-Rapid fire, 200 yards-target "D." Twenty shots. One string of 10 shots, kneeling from standing, to be followed by one string of 10 shots, kneeling, sitting, or squatting, from standing. Time limit, 1 minute for each string of 10 shots. Battle sight or leaf sight may be used.

Second stage.-Slow fire, 600 yards-target "B." shots, prone. No sighting shots. No artificial rests. Third stage.-Slow fire, 1,000 yards-target "C." shots. No sighting shots. No artificial rest.

7. The executive officer, at his discretion, at any time after the first stage may eliminate from further participation in the match any number of teams of lowest standing, in excess of a remaining number of 100 teams.

8. Rules. As laid down in the Small Arms Firing Manual, 1913, except as herein modified.

9. The squatting position.-Both feet must be flat on the ground and the buttocks must be clear of the ground, the knees are bent, and the body lowered. Both elbows may rest on the knees.

10. Arm.-United States rifle, caliber .30, model 1903.

11. The Ordnance Department is authorized to select stargauged and targeted rifles of as high grade as can be produced for the use of teams and individuals participating in the matches for issue or sale on the grounds by the ordnance officer of the matches.

12. Ammunition.-Ammunition issued by the Ordnance Department. Ammunition will be issued to the competitors at the firing points. No other ammunition will be used in the national matches. Ammunition will be issued to all competitors for practice prior to the national matches, including practice in the matches held prior to the national matches.

13. Civilians desiring to procure rifles and ammunition for practice in advance of their arrival at Camp Perry will make application therefor to the Director of Civilian Marksmanship. are entitled to purchase rifles and ammunition from the War Department. Each rifle club affiliated with the National Rifle Association of America is entitled to a free issue of two United States rifles, model 1903, and to an allowance of ammunition therefor.

14. After the National Rifle Team Match the first 10 teams shall be classified as class A teams, and a distinctive badge will be awarded to each member of these teams. The second 10 teams shall be classified as class B teams, and a distinctive badge will be awarded to each member of these teams. next 10 teams shall be classified as class C teams, and a distinctive badge will be awarded to each member of these teams. 15. For the awarding of the badges referred to above each team officer herein provided for shall be considered as a member of the team. Each team member shall be awarded a badge. 16. One trophy shall be awarded to the highest team representing the United States services, exclusive of the United States Military Academy and the United States Naval Academy. One trophy shall be awarded to the highest team from the National Guard or State troops of the several States and Territories, including the District of Columbia. One trophy shall be awarded to the highest school team, including the United States Military Academy, the United States Naval Academy, and the Reserve Officers' Training Corps. One trophy shall be awarded to the highest civilian team. Among the above-stated trophy-winning teams the National Trophy shall be awarded to the highest team, the Hilton Trophy to the second highest team, the bronze Soldier of Marathon to the third highest team, and the remaining trophy to the fourth highest team.

17. At least six of the principals of each team, except the school teams referred to in paragraph 16, in the National Rifle Team Match shall be men who have never heretofore shot as members of a rifle team in a National Rifle Team Match (not including a national divisional team match).

18. The team captain, coach, range officer, and quartermaster of school teams need not be matriculates of the school or training camp which the team represents, and among the principals and alternates there may be included any students who attended the school or training camp during the preceding school year, except that the principals and alternates of the teams representing the United States Military Academy and the United States Naval Academy may not include graduates.

19. Team captains of National Guard, State troops, school, and civilian teams, upon arrival at the range, each shall present to the executive officer a letter from the governor of the State or Territory or the Board of Commissioners of the District of Columbia, or their representative, authorizing him to act as team captain. All team captains will immediately then furnish a list of members of their team party, with the home address of each, and will certify to the eligibility of all members.

20. At least 36 hours preceding the match each team captain will submit to the executive officer, on a blank form furnished for this purpose, a legible list of the members of his team, showing his appointments as coach, range officer, quartermaster, principals, and alternates.

21. In preparing estimates for expenses and transportation of teams the following should be provided for: One team captain, 1 team coach, 1 range officer, 1 team quartermaster, 12 principals, and 2 alternates-18 in all. One member of each team shall be designated as range officer, and upon reporting at Camp Perry each team captain shall report by name to the executive officer such designated range officer, who shall be assigned to a school of instruction for range officers, and in addition thereto he shall perform the usual duties of a range officer during the continuance of the matches or any other duty to which he may be assigned by the executive officer.

NATIONAL PISTOL TEAM MATCH.

22. Open to teams consisting of a team captain and 5 firers from the following:

a. The Army of the United States, one or more.
b. The United States Navy, one or more.

c. The United States Marine Corps, one or more.

d. The United States Military Academy, one or more.
e. The United States Naval Academy, one or more.
f. The National Guard (including the Naval Militia)
and the State troops of the several States and Ter-
ritories, including the District of Columbia, one or
more from each.

g. School teams composed of students of universities,
colleges, and schools, one or more from each State,
Territory, and the District of Columbia.

h. Reserve Officers' Training Corps camps, one or more from each.

i. Civilian teams composed of members of the National Rifle Association or its affiliated clubs, one or more from each State, Territory, and the District of Columbia.

23. The allowances for transportation and subsistence or reimbursement therefor herein provided for members of the several national rifle teams shall be paid only to such members of the several national pistol teams as have also been properly designated as members of a national rifle team. All other members of the several national pistol teams must provide for their own expense except that the executive officer is authorized to furnish all such members with tentage and such other equipment as may be available.

24. Course of fire:

First stage. Slow fire, 50 yards-target "L." Two scores (5 shots each)-30 seconds per shot.
