Italy during the said war period between the War Department on the one part and the Ministry of War, representing also the other ministries, on the other.

"Article 3. Italy does hereby agree to indemnify and save America harmless, and does hereby fully, completely, and in all things release and discharge America from all claims, demands, obligations, liabilities, suits, and controversies of every kind and nature arising in France, Italy, and regions adjoining Italy during said war period, which any inhabitant of Italy or any person subject to the sovereignty of Italy, or any organization, association, or corporation, commune, or Province of Italy may now have; or which may hereafter accrue, for damage to, use, occupation, or loss of property, real or personal; or injuries to or death of persons, caused by or resulting from acts or omissions of the American Military Forces, or of anyone connected therewith, and which have not already been paid directly by America.

"Article 4. Nothing hereinbefore contained shall be held or construed to in any wise annul, alter, modify, or affect the formal obligations of Italy held by America (which do not concern the items included in the accounts hereto annexed); or the obligations of either party arising out of contracts, agreements, or arrangements entered into between said parties in America, or to in any wise affect any matters now pending in America between said parties. This agreement does not in any way alter or affect the contract made between Federico Brofferio, representing Italy, and Chester W. Cuthell, representing America, dated August 13, 1919, nor the contract made between Comm. Arrigo Guillini, representing Italy, and Major W. S. Franklin representing America, dated March 16, 1919, relative to the transportation of American troops from Italy and Marseille to America. The claim of America against Italy for copper ingots shipped to Italy for the electrification of the Modane Railroad is not covered by this general settlement, said claim being held in abeyance pending a decision of the Inter-Allied Reparation Commission on the question as to who should pay for said improvement.

"Article 5. This contract shall not be construed to relate to or in any wise affect transactions pertaining to any department or departments, agency or agencies, of the United States of America other than said War Department, and all of the

agencies of said War Department and the American Army and all of its branches and agencies."

2. This agreement covers all transactions occurring in France, Italy, and regions adjoining Italy between April 6, 1917, and December 31, 1919.

(c) General instructions to be followed in cases arising under the agreements with Belgium and Italy.-1. In the event that any claim, bill, account, et cetera, is presented by the Kingdom of Belgium or the Kingdom of Italy, through any of its agents, to any section, branch, or subdivision of the War Department, acknowledgment should be made of the receipt of this claim, bill, et cetera, but the communication making such acknowledgment must also contain a statement that future communications in reference to the matter should be addressed to the Assistant Chief of Staff, Director of Purchase, Storage and Traffic, Munitions Building, Washington, D. C. Under no circumstances will the person receiving such bill, claim, et cetera, commit the United States to make payment thereof.

2. The documents constituting the claim, bill, et cetera, presented by the Kingdom of Belgium or the Kingdom of Italy will promptly be forwarded to the Assistant Chief of Staff, Director of Purchase, Storage and Traffic, together with a copy of any acknowledgment written to the Belgian or Italian representatives by that section, branch, or subdivision of the War Department. Any further communication which the section, branch, or subdivision may thereafter receive in regard to such claim, bill, et cetera, will likewise be submitted to the Assistant Chief of Staff, Director of Purchase, Storage and Traffic, for action.

3. In the event that any claim, bill, account, et cetera, in behalf of the United States against the Kingdom of Belgium or the Kingdom of Italy, other than those expressly excepted in the respective contract of general settlement, shall exist or still be pending, a statement setting forth the facts, together with documents relating thereto, will be prepared by the proper section, branch, or subdivision of the War Department and will be forwarded to the Assistant Chief of Staff, Director of Purchase, Storage and Traffic, for appropriate action.

4. The claims, bills, accounts, demands, et cetera, expressly excepted from the effect of the respective agreement, and which are to be forwarded to the Kingdom of Belgium or the King

dom of Italy, or their agents, must be transmitted through the Assistant Chief of Staff, Director of Purchase, Storage and Traffic.

Discontinuance of Reserve Officers' Training Corps unit_ American Remount Association Horsemastership Trophy-------- II I__Discontinuance of Reserve Officers' Training Corps unit.— The authority for the establishment of an Infantry unit of the senior division, Reserve Officers' Training Corps, in Ohio Wesleyan University, Delaware, Ohio, granted in Bulletin No. 2, War Department, 1919, is withdrawn.

II__American Remount Association Horsemastership Trophy. The American Remount Association has donated a trophy to be known as the American Remount Association Horsemastership Trophy to each of the seven Regular Army divisions, to be competed for under the conditions prescribed herein.

Authority is granted to hold an annual competition in each of the Regular Army divisions on the dates designated by the division commander under the conditions as laid down by the American Remount Association.

Conditions prescribed for competition for the American Remount Association Horsemastership Trophy are as follows:

1. The trophy will be the property of the division and will be competed for annually at such time as may be directed by the commanding general of the division.

2. The competition will be open to any organization belonging to or attached to the division for which tables of organization provide not less than twenty (20) animals.

3. The trophy will be held in the possession of the last organization winning it. It will be engraved each time won with the date, name of the winning organization, and name of the commanding officer of the organization.

4. Judges for the competition (not less than three officers) will be designated by the commanding general of the division. 5. The test will include:

a. Au inspection of the organization with animals equipped for the special service to which they pertain, i. e., Cavalry with 177522-20
