THIRTY-EIGHTH DAY

Guthrie, Oklahoma Territory,

Thursday, February 16, 1905.

MORNING SESSION.

The Council was called to order by the President.

Prayer was offered by the Chaplain.

All members were present, except Mr. Alexander.

The Journal of the preceding day was read and approved.

The following Bills were read the second time and referred to committees:

Council Bill No. 146, by Mr. Scott, Committee on Private Corporations and Corporate Law; Council Bill No. 147, by Mr. Hickam, Committee on County and County Affairs; Council Bill No. 148, by Mr. Hickam, Committee on Quarantine and Animal Industry; Council Bill No. 149, by Mr. Threadgill, Committee on Quarantine and Animal Industry.

The Committee on Quarantine and Animal Industry reported, recommending that Council Bill No. 114 do not pass; report adopted.

A communication from the Oklahoma Historical Society was presented by Mr. Hickam and read. Mr. Hickam moved that the President appoint a committee of three to visit the Oklahoma Historical Society at Oklahoma City; motion carried. The President appointed as such Committee, Mr. Hickam, Mr. Threadgill, Mr. Niblack.

On motion of Mr. Sharrock, the Council resolved itself into the Committee of the Whole, with Mr. Niblack in the Chair.

The Committee arose temporarily and received a message from the House transmitting Council Bill No. 22.

The Committee of the Whole reported progress in consideration of Council Bill No. 77, and recommended that Council Bill No. 52 do pass; report adopted.

On motion of Mr. Hickam, the Council took a recess until 2 o'clock P. M.

AFTERNOON SESSION.

The Council was called to order by the President.

The Council resolved itself into the Committee of the Whole, with Mr. Woodson in the Chair.

The Committee of the Whole reported, recommending that Council Bills Nos. 77, 101, 103 do pass as amended; that Council Bill No. 106 do not pass; and that House Bill No. 60 do pass as amended; report adopted,

A message was received from the House transmitting Substitute House Bill No. 37 and House Bill No. 15.

The President signed Substitute House Bill No. 37 and House Bill No. 15.

On motion of Mr. Cralle, the Council adjourned until 10 o'clock A. M. Saturday.

MORNING SESSION.

The Council was called to order by the President.

Prayer was offered by the Rev. W. H. Rose.

All members were present, except Mr. Alexander, Mr. Murphy and Mr. Threadgill, the two latter being excused.

The Journal of the preceding day was read and approved.

The Rules were suspended and the Committee on Enrolled and Engrossed Bills reported Council Bills Nos. 52, 77, 101, 103 correctly engrossed, and Council Bill No. 1 correctly enrolled; report adopted.

Council Bill No. 52 was read the third time and placed on final passage. The question being, "Shall the Bill pass," the roll was called and the vote resulted as follows:

Ayes: Cralle, Francis, Menefee, Niblack, Scott, Sharrock, Woodson, Mr. President, 8; nays: Decker, 1; absent: Alexander, Hickam, Murphy, Threadgill, 4.

The title of the Bill agreed to.

Council Bill No. 77 was read for the third time and placed on final pasage. The question being, "Shall the Bill pass," the roll was Icalled and the vote resulted as follows:

Ayes: Cralle, Francis, Menefee, Sharrock, Woodson, 5; nays: Decker, Scott, Mr. President, 3; absent: Alexander, Hickam, Murphy, Niblack, Threadgill, 5.

The Bill was declared lost.

Council Bill No. 101 was read the third time and placed on its final passage. The question being, "Shall the Bill pass," the roll was called and the vote resulted as follows:

Ayes: Cralle, Decker, Francis, Hickam, Menefee, Niblack Scott, Sharrock, Woodson, Mr. President, 10; absent: Alexander, Murphy, Threadgill, 3.

The title of the Bill was amended and agreed to.

House Bill No. 60 was read the third time and placed on its final passage. The question being, "Shall the Bill pass," the roll was called and the vote resulted as follows:

Ayes: Cralle, Francis, Hickam, Menefee, Scott, Sharrock, Woodson, 7; nays: Decker, Mr. President, 2; absent: Alexander, Murphy, Niblack, Threadgill, 4.

The title of the Bill was agreed to.

The following Bill was introduced and read for the first time:

Council Bill No. 150, by Mr. Hickam, "An Act to amend Article 2, Chapter 11, of the Session Laws of 1901, relating to the duties of foreign corporations, and for other purposes."

The President pro tem was called to the Chair.

On motion of Mr. Decker, the Council resolved itself into the Committee of the Whole, with Mr. Scott in the Chair.

The Committee of the Whole reported progress; report adopted. Mr. Hickam moved that the Council take a recess until 2 o'clock. Mr. Woodson moved as a substitute that the Council adjourn until 10 o'clock A. M. Monday.

A message was received from the House transmitting House Joint Resolution No. 12.

The motion carried, and the Council adjourned.
