Of the above employees, one stenographer has resigned, Miss Helen F. Rossman, her resignation taking effect October 1, 1903.

Two deaths have occurred during the year, that of Mr. T. James Owens, Assistant Commissioner, Fourth Division. He died on September 28, 1904. Mr. Owens came into this Department as assistant commissioner on May 15, 1896. He had, therefore, served in that capacity for eight years and four months. During this time the work performed by him showed his loyalty to the cause and demonstrated his fitness for the position. In his death the Department met with a great loss.

Mr. John W. Smith, of Dresden, N. Y., who was appointed an inspector of this Department on July 21, 1898, died August 22, 1904. Mr. Smith was active, energetic and untiring in his work. What he did was always well done, and his loss as an active force in the Department is felt.

The Agricultural Law as it now stands, chapter 338 of the Laws of 1893 as amended, otherwise known as chapter 33 of the General Laws, has thirteen articles.

Article 1 is composed of twelve sections, under the following captions:

Section 4 of article 1 should be amended by striking out the words occurring in the second line, "not more than five," as to-day by authority of your Honorable Body I am empowered to employ four butter instructors and six cheese instructors.
