The general scope of this article is to the end that the infectious or contagious diseases existing among domestic animals in this State may be suppressed and to prevent such diseases from entering into or spreading in this State. The article provides means for accomplishing this end and for estimating the damages that may be sustained in certain cases by owners of animlas destroyed, and for notifying the residents in geographical districts of the existence of diseases, to the end that they may be aided, by observing requirements to be issued, in the prevention of its spread.

During the fiscal year the following work has been performed under this artclie:

We have examined 1,272 head of cattle suspected to be suffering from tuberculosis; 267 of them were found suffering from the disease all of which have been killed. We have tested 261 horses supposed to be suffering with glanders, of which we have condemned and killed 60. We have examined 60 animals believed to be suffering from actinomycosis and found three suffering from the disease. There were 381 animals vaccinated for black-leg. The number of animals vaccinated for anthrax 766. There were 9 animals examined supposed to be suffering from infectious pneumonia; one died. The number of animals examined as suffering from malignant catarrh, and 3 with spinal meningitis of which two died. There were 38 animals examined supposed to be suffering with parisitic disease.

The number of animals examined which afterward died from some unknown intestinal disease was 17. There were 31 animals found to be suffering from bronchitis. The number of cows examined believed to be suffering from cowpox were 38; only 1 proved to be so suffering. One animal was found to be suffering from purpura haemorrhagica, one from foot rot, and two from indigestion.

Rabies have been found to exist in the following counties: Sullivan, Ulster, Saratoga, Broome, Tioga, Tompkins, Chautauqua. During the year on account of rabies, the following quarantines have been laid:

Second Election District of the town of Mamakating, Sullivan county, State of New York, notice issued Jan. 2, 1904; revoked April 25, 1904.

Town of Saugerties, county of Ulster, State of New York, notice issued Feb. 23, 1904, revoked Sept. 13, 1904.

Town of Halfmoon, county of Saratoga, State of New York, notice issued Mar. 25, 1904, revoked Dec. 21, 1904.

Town of Woodstock, county of Ulster, State of New York, notice issued May 9, 1904, revoked Sept. 13, 1904.

Towns of Malta, Ballston, Milton, county of Saratoga, State of New York, notice issued May 11, 1904, revoked Dec. 21, 1904.

Election District No. 1, of the town of Hurley, county of Ulster, State of New York, notice issued May 25, 1904, revoked Sept. 13, 1904.

City of Binghamton, townships of Binghamton and Vestal, county of Broome, State of New York, notice issued Aug. 10, 1904, revoked Dec. 21, 1904.

Townships of Tioga and Owego, and village of Owego, county of Tioga, State of New York, notice issued Aug. 10, 1904, revoked Nov. 4, 1904.

City of Ithaca, county of Tompkins, State of New York, notice issued Sept. 20, 1904.

The following quarantine notices have been issued in connection with the quarantines heretofore enumerated; also revocation notices in each case where the quarantine has been raised:

TO WHOM IT MAY CONCERN:

TAKE NOTICE: That I, Charles A. Wieting, Commissioner of Agriculture of the State of New York, by virtue of the power and authority conferred upon me as such, and in accordance with the requirements of article 4 of the Agricultural Law as amended, hereby give notice that an infectious or contagious disease known as rabies has broken out and exists in Election District Number Two of the town of Mamakating, county of Sullivan and State of New York.

I hereby warn all persons living within the limits of said Election District Number Two of the said town of Mamakating to seclude in or upon their premises any dog or dogs that are there or belong there in such manner that they cannot escape or come in contact with other animals, or to so muzzle said dog or dogs that it will be impossible for it or them to bite another animal; and to take such further precautions as may be necessary to prevent the spread of said disease of rabies through the medium of said dog or dogs.

Wieting, Commissioner of Agriculture of the State of New York, by virtue of the power and authority conferred upon me as such, did issue and publish on January 2, 1904, a notice of restriction or quarantine upon and against dogs in Election District Number Two of the town of Mamakating, county of Sullivan, and State of New York.

It having come to my notice that, at the present time, the disease of rabies does not exist in any dog or dogs in the said quarantine

district, I therefore hereby give notice to all persons within the said Election District Number Two of the said town of Mamakating that the restriction or quarantine as issued and published on the aforesaid second day of January, 1904, is revoked.

It having come to my notice that, at the present time, the disease of rabies does not now exist in any dog or dogs, or other domestic animals, in the said quarantine district, I therefore hereby give notice to all persons within the said township of Saugerties that the restrictions or quarantine as issued and published on the aforesaid 23d day of February, 1904, is hereby canceled and withdrawn.
