The vessels navigating the rivers whose waters flow into the Gulf of Mexico and their tributaries and the Red River of the North are subject to the applicable rules and regulations in this publication.

The statutory requirements in sections 4233, 4412, 4413, and 4487 of the Revised Statutes of the United States, as amended, and the Motorboat Act of April 25, 1940, are given with the regulations which complement and supplement the statutes. The material added to this pamphlet includes the regulations applicable to regattas or marine parades and the requirements for navigation lights and bells on motorboats and certain motor vessels which modify certain pilot rules.

The pamphlet Pilot Rules for the Rivers Whose Waters Flow Into the Gulf of Mexico and Their Tributaries and the Red River of the North, dated August 1943, is replaced by this revised edition. The pilot rules for other navigable waters of the United States are contained in separate publications. The pilot rules for certain inland waters are given in the publication entitled "Rules to Prevent Collisions of Vessels and Pilot Rules for Certain Inland Waters of the Atlantic and Pacific Coasts and of the Coast of the Gulf of Mexico." The pilot rules for the Great Lakes are set forth in the publication entitled "Pilot Rules for the Great Lakes and Their Connecting and Tributary Waters and the St. Marys River."

The Coast Guard is responsible for the enforcement of these rules and regulations. It is the duty of all persons navigating or piloting vessels to familiarize themselves with the requirements of these rules and to conform strictly therewith in the navigation of their vessels. To this end Coast Guard personnel concerned with the administration and enforcement of these laws and regulations will extend every possible assistance.
