The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill to extend jurisdiction, in certain cases, to the State Judges and State Courts; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Varnum reported that the committee had, according to order, had the said bill under their consideration, and made an amendment thereto; which he read in his place, and afterwards delivered in at the Clerk's table.

Ordered, That the said bill, with the amendment, do lie on the table.
The several orders of the day were farther postponed until to-morrow.

THURSDAY, JANUARY 23, 1806.

Mr. Thomas M. Randolph, from the Committee for Enrolled Bills, reported that the committee did, yesterday, present to the President of the United States, for his approbation, two enrolled bills, to wit:

"An act to provide for light houses in Long-Island Sound, and to declare Roxbury, in the State of Massachusetts, to be a port of delivery ;" and

"An act making an additional appropriation to supply the deficiency in the appropriation for the Naval service, during the year one thousand eight hundred and five." A petition of John Maynard, of the State of Massachusetts, was presented to the House and read, praying an increase of the pension allowed him by law, in consideration of increased disability, occasioned by wounds received while a Lieutenant in the service of the United States, during the Revolutionary war with Great Britain.

Ordered, That the said petition be referred to the Committee of Claims.

A message was received from the President of the United States, by Mr. Coles, his Secretary, notifying that the President did, yesterday, approve and sign two acts, which originated in this House, to wit:

"An act to provide for light-houses in Long Island Sound, and to declare Roxbury, in the State of Massachusetts, to be a port of delivery ;" and

"An act making an additional appropriation to supply the deficiency in the appropriation for the Naval service, during the year one thousand eight hundred and five.” Ordered, That the Clerk of this House do acquaint the Senate therewith.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill authorizing a detachment from the militia of the United States; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. John C. Smith reported that the committee had, according to order, had the said bill under consideration, and made several amendments thereto; which he delivered in at the Clerk's table, where the same were severally twice read, and agreed to by the House. Ordered, That the said bill, with the amendments, be engrossed, and read the third time on Monday next.

The House, according to the standing order of the day, resolved itself into a Committee of the Whole House on the state of the Union; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Gregg reported that the committee had, according to order, had the state of the Union under consideration, and come to no resolution thereupon.

On motion,

Resolved, That a committee be appointed to inquire into the expediency of altering the time for holding the Circuit Court in the district of North Carolina.

Ordered, That Mr. Stanford, Mr. Clark, and Mr. Williams, of South Carolina, be ap pointed a committee, pursuant to the said resolution.

The several orders of the day were farther postponed until to-morrow.

FRIDAY, JANUARY 24, 1806.

Mr. John C. Smith, from the Committee of Claims, to whom was referred, on the ninth ultimo, the petition of Edah Vermeule, and others, made a report thereon; which was read, and considered: Whereupon,

Resolved, That the petitioners have leave to withdraw their petition, and the papers accompanying the same.

A petition of sundry inhabitants of Washington county, in the Mississippi Territory, whose names are thereunto subscribed, was presented to the House and read, praying the right of pre-emption as occupants of certain public lands, in the said Territory, which they have severally improved and settled.

Also, a petition of sundry inhabitants of Washington county, in the Mississippi Ter ritory, whose names are thereunto subscribed, praying a donation of lands for the education of youth, in the said county; that all surveys of the public lands, required by law, may be made at the public expense; and that persons holding certificates, of cer tain descriptions, for lands, may, under proper restrictions, be entitled to receive patents therefor.

Ordered, That the said petitions be severally referred to the Committee on the Public Lands.

On a motion made, and leave given by the House,

Mr. Leib, from the committee appointed on the fifth ultimo, presented, according to order, a bill supplementary to an act, entitled "An act to regulate and fix the compen. sation of the officers of the Senate and House of Representatives;" which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House on Monday next.

Mr. Crowninshield, from the Committee of Commerce and Manufactures, to whom was recommitted, on the twentieth instant, the bill to extend the time for taking the oath and giving bond in cases of drawback, and for other purposes, reported an amendatory bill; which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House on Monday next.

A petition of Elizabeth Hunt, of the State of Pennsylvania, was presented to the House and read, praying a donation of lands, and the liquidation and payment of an account, due for services rendered by her deceased husband, Isaac Seely, while a Captain in the army of the United States, during the Revolutionary war with Great Britain. Ordered, That the said petition be referred to the committee appointed, on the fifth of December last, to inquire what description of claims against the United States are barred by the statutes of limitation, which, in reason and justice, ought to be provided for by law.

On a motion made and seconded that the House do come to the following resolution : Resolved, That the Clerk of this House be directed to pay, out of the contingent fund, the sum of two hundred dollars to the Serjeant-at-Arms, and two hundred dollars to the Doorkeeper and Assistant Doorkeeper, each, as a compensation for their extra services, during the last session of Congress :

Ordered, That the consideration of the said resolution be postponed until Monday

next.

Several petitions of inhabitants of the State of New-Jersey; of certain associates of the NewJersey Company; and of sundry masters and owners of vessels in New-Jersey, whose names are thereunto subscribed; were presented to the House and read, praying that the towns of Jersey, Horsimus, and Hoboken, in the said State, may be erected into a port of entry.

Ordered, That the said petitions be severally referred to the Committee of Commerce and Manufactures.

Mr. Gregg, from the Committee on the Public Lands, to whom was referred, on the twenty-first instant, the petition of William Ward, and others, children of John Ward, deceased, made a report thereon; which was read, and ordered to be committed to a Committee of the Whole House on Monday next.

The House proceeded to consider the amendments reported by the Committee of the Whole House, on the twenty-second instant, to the bill to extend jurisdiction in certain cases to the State Judges and State Courts; and the said amendments being twice read at the Clerk's table, were, on the question severally put thereupon, agreed to by the House.

The said bill was then further amended at the Clerk's table, and, together with the amendments, ordered to be engrossed, and read the third time on Monday next.

Ordered, That the committee to whom were referred, on the fourth of December last, sundry petitions and memorials from the Mississippi Territory, be discharged from the consideration of so much thercof as relates to the lands of the United States; and that so much of the petitions and memorials aforesaid as relates to the lands of the United States, be referred to the Committee on the Public Lands.

On motion,

Resolved, That the President of the United States, be requested to cause to be laid before this House any information which may be in the possession of the Executive Department, relative to the state and condition of the fortifications which may have been erected at the several ports and harbors within the United States and Territories thereof; and, also, the amount of money which has been expended upon each, as well as the probable expense of completing the same; and, also, any information of which said

Department may be possessed relative to the practicability of defending, by land batteries, such ports and harbors as have, by any former law, been directed to be fortified. Resolved, That the President be requested to cause to be laid before this House a statement exhibiting the amount of money which has been disbursed on account of the Navy in each year since its establishment, and stating particularly the cost of each armed ship, or other vessel, built or purchased on account of tue United States; and, also, the amount of money that has been expended on each Navy Yard.

Ordered, That Mr. Early and Mr. Newton be appointed a committee to present the foregoing resolutions to the President of the United States.

On motion,

Resolved, That the Secretary of the Navy be directed to lay before this House estimates of the expense of repairing, and of the annual expense of manning and supporting in actual service the whole of the frigates and smaller vessels of war belonging to the United States.

The House, according to the standing order of the day, resolved itself into a Committee of the Whole House on the state of the Union; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Gregg reported that the committee had, according to order, had the state of the Union under their consideration, and come to no resolution thereupon.

On a motion made and seconded that the House do come to the following resolution: Resolved, That any member of this House who shall, in future, accept of, solicit, or enter into any contract for the expenditure of any moneys appropriated by law for the service of the United States, shall, in consequence thereof, be disqualified from a seat in this House :

Ordered, That the said resolution do lie on the table.

Ordered, That Mr. Clopton have leave to be absent from the service of this House for five days, from Monday next.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill declaring the consent of Congress to an act of the State of South Carolina, passed on the twenty-first day of December, in the year of our Lord one thousand eight hundred and four, so far as the same relates to authorizing the City Council of Charleston to impose and collect a duty on the tonnage of vessels from foreign ports; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Dawson reported that the committee had, according to order, had the said bill under consideration, and made some progress therein, but not having time to go through the same, had directed him to move the House for leave to sit again: Whereupon,

Resolved, That this House will, on Monday next, again resolve itself into a Committee of the Whole House on the said bill.

A petition of Benjamin Alsop, of Spottsylvania county, in the State of Virginia, on the behalf of Carey M. Wood, an orphan, was presented to the House and read, praying to be relieved from injuries sustained by the said Carey M. Wood, in consequence of an unlawful sale, by Robert Crutchfield, then deputy collector of the United States'' land tax for the County and State aforesaid, of a small tract of land devised to him by his late father, John Wood.

Ordered, That the said petition be referred to the Committee of Claims.

MONDAY, JANUARY 27, 1806.

Ordered, That the petition of sundry inhabitants of Saint Mary's county, in the State of Maryland, presented to this House on the twenty-third of November, one thousand eight hundred and three; the petition of sundry inhabitants of the district of Nanjemoy, in the said State, presented to this House on the tenth of January, one thousand eight hundred and four; and the petitions of sundry inhabitants of Charles county, in the said State, presented to this House on the fourth and seventh of February, one thousand eight hundred and five; be severally referred to the Committee of Commerce and Manufactures.

A memorial of the merchants of the City of Hartford, in the State of Connecticut, whose names are thereunto subscribed, to the same effect with a memorial of the merchants of the City of New York, presented to this House on the sixth instant, was presented to the House and read.

Ordered, That the said memorial be referred to the consideration of a Committee of the Whole House on the state of the Union.

Mr. Sloan, from the committee appointed on the twenty-second instant, presented, according to order, a bill laying a duty on slaves imported into any of the United States; which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House to-morrow.

A petition of Chloe Strong, widow of Colonel David Strong, deceased, was presented to the House and read, praying relief in consideration of services rendered to the United States, and losses sustained by the deceased, since the year one thousand seven hundred and seventy-six.

Ordered, That the said petition be referred to the Committee of Claims.

A petition of sundry inhabitants of the town and county of Erie, in the State of Pennsylvania, whose names are thereunto subscribed, was presented to the House and read, praying that the post route from New Amsterdam to the town of Erie may be extended to the town of Austinburg, in the State of Ohio.

Ordered, That the said petition be referred to the Committee on Post Office and Post Roads.

The House proceeded to consider a motion of the twenty-fourth instant, in the words following, to wit:

"Resolved, That the Clerk of this House be directed to pay, out of the contingent fund, the sum of two hundred dollars to the Serjeant-at-Arms, and two hundred dollars to the Doorkeeper and Assistant Doorkeeper, each, as a compensation for their extra services during the last session of Congress :" Whereupon,

Ordered, That the said motion be committed to Mr. Leib, Mr. Fisk, Mr. Trigg, Mr. Seaver, and Mr. Thomas.

On motion,

Resolved, That the Secretary of the Navy be directed to lay before this House a report on the condition of the frigates and other public armed vessels belonging to the United States, distinguishing the frigates fit for actual service; distinguishing such as require repair, and the sum necessary for repairing each; and distinguishing, also, such as it may be the interest of the United States to dispose of rather than repair.

A petition of sundry persons holding property in the Western part of the City of Washington, in the District of Columbia, and residing therein, whose names are thereunto subscribed, was presented to the House and read, praying that Congress may reject every application for leave to build a bridge across the river Potomac.

Also, a petition of sundry inhabitants of Georgetown, owners of property in the Western part of the City of Washington, in the District of Columbia, whose names are thereunto subscribed, to the same effect.

Also, a petition of sundry inhabitants of the counties of Montgomery, Frederick, Washington, and Allegany, in the State of Maryland, whose names are thereunto subscribed, to the same effect.

Ordered, That the said petitions be severally referred to the Committee of the Whole House to whom was committed, on the twenty-first instant, the report of the committee on the petitions of the citizens and inhabitants of the county of Alexandria, of the towns of Georgetown and Alexandria, and of the City of Washington, in the District of Columbia.

On a motion made, and leave given by the House,

Mr. Crowninshield, from the Committee of Commerce and Manufactures, to whom was referred, on the twenty-third ultimo, the memorial of the Philadelphia Chamber of Commerce, reported a bill declaring the consent of Congress to an act of the State of Pennsylvania, entitled "An act to empower the Board of Wardens, for the port of Philadelphia, to collect a certain duty on tonnage, for the purposes therein mentioned;" which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House on Wednesay next,

An engrossed bill to extend jurisdiction, in certain cases, to State Judges and State Courts, was read the third time.

Resolved, That the said bill do pass, and that the title be, "An act to extend jurisdiction, in certain cases, to the State Judges and State Courts."

Ordered, That the Clerk of this House do carry the said bill to the Senate, and desire their concurrence.

An engrossed bill authorizing a detachment from the Militia of the United States was read the third time.
