The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill sent from the Senate, entitled "An act for the disposal of certain copies of the laws of the United States ;" and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Varnum reported that the committee had, according to order, had the said bill under consideration, and made several amendments thereto; which he delivered in at the Clerk's table, where the same were twice read, and, on the question severally put thereupon, agreed to by the House.

MONDAY, DECEMBER 24, 1804.

Ordered, That Mr. Thompson, Mr. Griffin, and Mr. Stephenson, have leave to be absent from the service of this House until Saturday next; and Mr. John Cotton Smith, after Thursday, the twenty-seventh instant, for the remainder of the session.

Mr. Leib, from the committee appointed, on the fourteenth ultimo, to "inquire into the expediency of making provision, by law, for the completion of the public buildings belonging to the United States near Philadelphia," made a report thereon; which was read, and ordered to be referred to a Committee of the Whole House on Monday next. Ordered, That the petition of Thomas Marshall Baker, of the State of Massachusetts, presented on the thirteenth of November, one thousand eight hundred and three, be referred to the Committee of Claims.

A message from the Senate, by Mr. Otis, their Secretary :

Mr. Speaker: The Senate have passed a bill, entitled "An act to divide the Indiana Territory into two separate Governments;" to which they desire the concurrence of this House. And then he withdrew.

An engrossed bill to regulate the clearance of armed merchant vessels was read the third time: Whereupon,

A motion was made and seconded that the said bill be recommitted to the consideration of a Committee of the Whole House;

And, the question being put thereupon,

It passed in the negative.

Another motion was made, and the question being put, to recommit the second section of the bill to a Committee of the Whole House,

It passed in the negative.

And then the main question being taken that the said bill do pass,

Ordered, That the Clerk of this House do carry the said bill to the Senate, and desire their concurrence.

A memorial of David Johnson, of the county of Saratoga, in the State of New York, was presented to the House and read, praying compensation for military services ren dered by his father, David Johnson, whilst a lieutenant in the Rhode Island line of the Continental army, during the Revolutionary war with Great Britain; the claim for which, owing to the reasons therein specified, hath not yet been liquidated and satisfied.

Also, a petition of Forrest Green, of Jackson county, in the State of Georgia, praying to be placed on the list of pensioners, in consideration of a wound received at the battle of Brandywine, whilst a soldier in the Virginia line of the Continental army, during the Revolutionary war with Great Britain, which has rendered the petitioner incapable of obtaining a livelihood by labor; or that such other relief may be afforded him in the premises, as to the wisdom and justice of Congress shal! seem meet.

Ordered, That the said memorial and petition, together with the petition of Arthur St. Clair, presented the fifteenth of December, one thousand eight hundred and three, and a document this day laid before the House, in support of the claim of the said Arthur St. Clair, be referred to the Committee of Claims.

A petition of Moses Young was presented to the House and read, praying the liquidation and settlement of a claim, for the balance due to him on account of his salary as Secretary to Henry Laurens, formerly a Minister Plenipotentiary of the United States at the Hague; the payment of whichi, owing to the reasons therein set forth, hath not yet been made to the petitioner.

Ordered, That the said petition be referred to the Committee of the Whole House to whom was committed, on the sixth instant, the bill making farther provision for extinguishing the debts due from the United States.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the report of the Committee of Claims, of the thirteenth instant, to whom was referred the petition of John Steele, late Secretary of the Mississippi Territory, presented the twenty-first of December, one thousand eight hundred and three and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Gregg reported that the committee had, according to order, had the said report under consideration, and come to a resolution thereupon; which he delivered in at the Clerk's table, where the same was twice read, and, on the question put thereupon, agreed to by the House, as followeth :

Resolved, That the proper accounting officers liquidate and adjust the account of John Steele, for his services as Secretary of the Mississippi Territory, from the seventh of May, one thousand eight hundred and two, to the second of March, one thousand eight hundred and three, inclusively; and that there be paid for his salary and official expenditures, such sums as are allowed by law to persons acting in that capacity.

Ordered, That a bill, or bills, be brought in, pursuant to the said resolution; and that the Committee of Claims do prepare and bring in the same.

Ordered, That the Committee of Ways and Means have leave to prepare and bring in a bill, or bills, making appropriations for the support of the Navy of the United States, during the year one thousand eight hundred and five.

Mr. John Randolph, from the committee last mentioned, presented, according to order, a bill making appropriations for the support of the Navy of the United States, during the year one thousand eight hundred and five; which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House to-morrow.

The Speaker laid before the House a letter from Du Buc Marentille, of Elizabethtown, in the State of New Jersey, stating that he hath invented a machine or method for preserving the lives of persons shipwrecked at sea, or otherwise; and praying the aid and patronage of Congress to enable him to use the same in the Navy, and on board of the merchant vessels of the United States.

The said letter was read, and ordered to lie on the table.

The House, according to the order of the day, resolved itself into a Committee of the Whole House on the bill for the relief of the legal representatives of the late General Moses Hazen; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. John Cotton Smith reported that the committee had, according to order, had the said bill under consideration, and made an amendment thereto; which he delivered in at the Clerk's table, where the same was twice read, and, on the question put thereupon, agreed to by the House.

The said bill was then further amended at the Clerk's table, and, together with the amendments, ordered to be engrossed, and read the third time to-morrow.

Mr. Crowninshield, from the Committee of Commerce and Manufactures, presented, according to an order of the House, of the fifth instant, a bill for carrying into more complete effect the tenth article of the treaty of friendship, limits, and navigation, with Spain; which was received, and read the first time.

On motion,

The said bill was read the second time, and ordered to be committed to a Committee of the Whole House on Friday next.

THURSDAY, DECEMBER 27, 1804.

A memorial and petition of the Board of Directors of the Philadelphia Typographical Society, signed by order, and in behalf of the said Board, by John Childs, their President, was presented to the House and read, praying that such additional duty may be imposed on all books imported from foreign countries into the United States, for the purpose of being vended therein, as to the wisdom of Congress shall seem meet.

Ordered, That the said memorial and petition be referred to the Committee of Commerce and Manufactures.

A petition of Amy Dardin, of the county of Mecklenburg, in the State of Virginia, widow and administratrix of David Dardin, deceased, was presented to the House and read, praying compensation for the value of a stud horse, called Romulus, the property of the deceased, which was impressed into the service of the Southern Army, under the command of Major General Greene, by order of James Gunn, a Captain in a regiment of Continental cavalry, some time in the month of July, one thousand seven hundred and eighty-one.

Ordered, That the said petition be referred to the Committee of the Whole House to whom was committed, on the sixth instant, the bill making farther provision for extinguishing the debts due from the United States.

A petition of sundry inhabitants of the town and county of Alexandria, in the District of Columbia, whose names are thereunto subscribed, was presented to the House and read, praying the aid and patronage of Congress in the establishment of a company for the building of a bridge across the Potomac river, from Maryland Avenue, in the city of Washington, to Alexander's Island, in the said river.

Ordered, That the said petition be referred to the committee appointed, the seventeenth instant, on the memorials and petitions of sundry citizens and inhabitants of the same District, presented during the first session of the Seventh Congress, and at the last session, to the like effect; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.
