PREFACE.

No argument would seem to be necessary to prove the importance of instructing the youth of our country in the theory and practical character of the Federal Constitution. Either directly or indirectly they are to participate in the administration of the government which that Constitution. has instituted, and surely should be well grounded in the principles upon which it is founded.

It is believed that the reason why this study has hitherto been so much neglected in our colleges, academies and schools, is the impression that it is too difficult and abstruse to form a part of the ordinary course of education; and the want, perhaps, of a convenient manual of instruction.
