§ 2. No contract shall be entered into or obligation incurred for the expenditure of the whole or any part of the appropriation herein made for contingencies until after the purpose and amount of such expenditure have been approved in writing by the Governor.

§3. The appropriations herein made are subject to the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended.

AN ACT to provide payment of compensation to the beneficiaries of certain persons who served with the naval or military forces of the United States in the late war with Germany.

Be it enacted by the People of the State of Illinois, represented in the General Asesmbly:

SECTION 1. The word "beneficiary" as used in this Act means the husband or wife if not re-married) child or children, mother, father, brother or sister, in the order named, of any person who served with the naval or military forces of the United States in the late war with Germany.

§2. The beneficiary of every person who was enlisted, inducted, warranted or commissioned and served honorably in active duty in the military or naval service of the United States between the sixth (6th) day of April, 1917 and the eleventh (11th) day of November, 1918 and who, at the time of entering such service, was a resident of the State of Illinois shall be entitled to the sum of three hundred dollars ($300.00) provided such enlisted, inducted, warranted or commissioned person died while in such service before having served sixty-one days and was not one of the persons whose beneficiaries are excluded from payment under the following section.

§3. No payment shall be made to the beneficiary of any person (a) Who refused on conscientious, political or other grounds. to render unqualified service;

(b) Who, although in the service, did civilian work at civilian pay;

(c) Who has received from another State a bonus or compensation of a like nature; or

(d) Whose service was with the Student's Army Training Corps.

§ 4. No assignment of any right or claim to compensation under the provisions of this Act shall be valid.

§ 5. The service recognition board, created under "An Act to provide payment of compensation to certain persons who served with the military or naval forces of the United States in the recent war with Germany", approved May 3, 1921, and hereafter referred to as "The Soldiers' and Sailors' Compensation Act", shall have complete charge and control of the general plan of payments authorized by this Act and may adopt general rules for making such payments.

The board shall adopt general rules for determining whether a service man was a resident of Illinois at the time he entered the service and shall prescribe by rule the nature of the proof to be submitted to establish the fact of residence.

§ 6. The service recognition board may select and appoint such employes as it may deem necessary, always giving preference in making such appointments to persons entitled to compensation under The Soldiers' and Sailors' Compensation Act.

§ 7. All applications for payment hereunder must be made to the service recognition board within one year after the date of approval of this Act, and no payment shall be made unless application therefor was received by the board before such date.

§ 8. Applications heretofore received by the service recognition board, under The Soldiers' and Sailors' Compensation Act of May 3, 1921, from beneficiaries of soldiers, sailors or marines who died while in the service, which claims have been disallowed by reason of service of less than two months, shall be considered as having been made within the time provided in section 7 hereof and shall be considered for approval.

§ 9. The sum of one hundred and five thousand dollars ($105,000.00) is appropriated to the service recognition board for the purpose of making the payments herein provided for, out of the balance remaining in the soldiers' compensation fund after all claims arising under the Soldiers' and Sailors' Compensation Act have been paid or provided for.

The Auditor of Public Accounts is authorized and directed to draw warrants upon the State Treasurer against the appropriation herein made, upon the presentation of proper vouchers, and the State Treasurer is authorized and directed to pay the same out of any funds in the State treasury not otherwise appropriated.

11. Because the service recognition board has disposed of almost all claims under the Soldiers' and Sailors' Compensation Act approved May 3, 1921, and should begin immediately the con

sideration of applications under this Act so as to continue its service uninterrupted, and because money should be available immediately to pay such claims as are allowed, an emergency exists and this Act shall take effect upon its passage.

AN ACT creating the crippled children's commission, defining its pow ers and duties, and making an appropriation therefor.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is created for a period of two years, the crippled children's commission. Said commission shall consist of nine (9) members, appointed by the Governor, seven (7) of whom shall be appointed from the various organizations in the State working in the interests of crippled children, one from the Senate and one from the House of Representatives of the Fifty-Fourth General Assembly. The members of said commission shall not be entitled to compensation for their services.

(1) To inquire into the work being done by public and private agencies in the care, cure, and education of crippled children.

(2) To report to the Governor and to the next General Assembly its recommendations for the more effective co-ordination and improvement of this work.

§3. The sum of five thousand dollars ($5,000.00), or so much thereof as may be necessary, is hereby appropriated to defray the expenses of the commission in carrying out the provisions of this Act. The Auditor of Public Accounts shall draw his warrant upon the presentation of itemized vouchers, certified to as correct by the chairman of the commission, and approved by the Director of the Department of Finance.

AN ACT to create a deep waterway commission and making an appropriation for the expenses thereof..

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is created for a period of two years a deep waterway commission to consist of nine members to be appointed by the Governor. Four members of this commission shall be ap

pointed from the membership of the Fifty-fourth General Assembly and five members from citizens of Illinois.

§ 2. The members of the deep waterway commission shall serve without compensation, but shall receive their expenses incurred in carrying out the duties prescribed by this Act.

§ 3. The deep waterway commission is authorized and directed to study and investigate the feasibility, desirability, value, and importance to the people of this State of the project to connect the Great Lakes with the Atlantic seaboard by way of St. Lawrence River, so as to permit the passage of ocean-going vessels from ports on the Great Lakes, to tide water without breaking bulk. The commission is further authorized and directed to publish from time to time in such form and manner as it shall deem advisable the results of its investigations to the end that the people of this and other states may be informed of the value and importance of the proposed project, and as to the effect that the completion and putting into operation of the plans for the connection of the Great Lakes with tide water by a deep waterway will have on agricultural, commercial and industrial interests of this State and the United States. In carrying on its work the commission is authorized to co-ordinate with similar commissions of other states through a common agency and organization if it deem best. The commission is directed to report to the Governor during the month of July, 1926, and to the Governor and the next General Assembly during the month of January, 1927, the result of their investigations and services with recommendations.

4. The sum of thirty thousand dollars ($30,000) is appropriated to pay the expenses and cost of carrying on the work of the deep waterway commission for the biennium ending June 30, 1927.

§ 5. The appropriation herein made shall be subject to all the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended.

DEPARTMENT OF AGRICULTURE-COUNTY FAIRS-ADDITIONAL. 1. Appropriates $22,796.73.

AN ACT making an additional appropriation to the Department of Agriculture for State aid to county fairs.

WHEREAS: The amount appropriated by the Fifty-third General Assembly to encourage and aid county fairs and other agricultural societies, as provided by section 28 of "An act in relation to State finance," approved June 10, 1919, as amended, was insufficient; and

WHEREAS: There was left a deficit of $22,796.73 which should be paid by the Department of Agriculture to various county fairs or agricultural' societies; therefore,

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is appropriated to the Department of Agriculture, Division of State aid to county fairs, the sum of $22,796.73, for distribution to encourage and aid county fairs as provided by law.

§ 2. This appropriation is subject to the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended.
