of this State, and require aid as in criminal cases, and may convey such fugitive to any place within this State, which the executive in his said warrant shall direct, and deliver such fugitive to such agent. Provided, however, that any person so apprehended shall not be delivered into the custody of such agent without first being produced in open court and there entitled to reasonable delay to obtain counsel and avail himself of the laws of this State for the security of personal liberty, and any such agent or any officer or person who procures or aids in the delivery into custody any person so apprehended without permitting the apprehended person to appear in open court and a reasonable time. and opportunity, not less than 24 hours, to obtain counsel and avail himself of the laws of this State, shall be fined not less than $100 nor more than $500 or be imprisoned in the county jail for not less than thirty days nor more than ninety days, or shall suffer both such fine and imprisonment.

AN ACT to amend sections 2 and 4 of Article I, sections 8 and 16 of Article II, sections 20, 22, 23 and 24 of Article III, sections 36, 37 and 40 of Article IV, sections 46 and 48 of Article VI, and sections 51, 54, 57, 58, 59,61, 62, 63, 64 and 65 of Article VII of "An Act to revise the law in relation to the conservation of game, wild animals, wild fowls and birds in the State of Illinois, and to provide penalties for the violation thereof, and to repeal all Acts in conflict with this Act," approved June 30, 1923, and to add sections 27A, 34A, 34B, 34C and 65A to Article IV thereof.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. Sections 2 and 4 or Article I, sections 8 and 16 of Article II, sections 20, 22, 23 and 24 or Article III, sections 36, 37 and 40 of Article IV, sections 46 and 48 of Article VI, and sections 51, 54, 57, 58, 59, 61, 62, 63, 64 and 65 of Article VII of "An Act to revise the law in relation to the conservation of game, wild animals, wild fowls and birds in the State of Illinois, and to provide penalties for the viola tion thereof, and to repeal all Acts in conflict with this Act," approved June 30, 1923, are amended, and sections 27A, 34A, 34B, 34C and 65A are added to Article IV, the amended and added sections to read as follows:

ARTICLE I.

§ 2. This Act shall be administered by and under the direction of the Department of Conservation. The word "Department" as used in

this Act shall be construed to mean the Department of Conservation. § 4. Whenever in this Act powers or duties are vested in or imposed upon the officers or employees of the Department of Conservation, only such officers and employees of the department shall exercise such powers or duties as are authorized in writing, signed by the Director of the Department of Conservation.

ARTICLE II.

§ 8. It shall be unlawful: To hunt, kill, take or destroy grouse (except pinnated prairie chickens), quails (except bobwhite), partridges, woodcocks, wild turkeys, swans, pheasants (except cock pheasants), all shore birds (except plovers, blackbreasted and golden, greater and lesser yellowlegs, Wilson and jack snipe), and eider ducks until September 16, 1929, and wood ducks until September 16, 1927. § 16. Water fowls, (Brants, coots, ducks, geese). It shall be unlawful:

(A) To hunt or kill any brants, coots, ducks, or geese, except during such period of time as is presently provided by a proclamation of the President of the United States, dated July 31, 1918, and made pursuant to an Act of Congress of the United States, approved July 3, 1918, known as the "Migratory Bird Treaty Act," namely, from September 16th to December 31st, both inclusive, of each year, or during such periods of time as the President of the United States may hereafter by proclamation designate. The director of the Department of Conservation of this State shall give due notice of any proclamation issued by the President of the United States and observe the provisions thereof in the enforcement of this Act.

(B) To hunt or kill, or to attempt to hunt or kill, any eider duck until the 16th day of September, A. D. 1929, or wood duck until September 16, 1927.

(C) For any person to kill, in any one day, in excess of eight (8) brants, fifteen (15) coots, fifteen (15) ducks, and eight (8) geese.

(D) For any person to have in his or her possession, at any one time, in excess of ten (10) brants, sixty (60) coots, sixty (60) ducks and ten (10) geese.

(E) To hunt any such water fowls from any fixed or artificial ambush located beyond the lines of the natural covering of reeds, canes, willows, flags, crooked brush, wild rice, or other vegetation, above the open waters of any lake, river, bayou or inlet, or other water course within the jurisdiction of the State.

(F) To hunt or kill, or to attempt to hunt or kill, any such water fowls from an electric, gas or steam launch, sail boat or aero or hydroplane, or from a boat being towed, or from a boat having been so towed, and having been cut loose under speed.

(G) To use a rifle, swivel gun, trap, snare or net in hunting or killing, or attempting to hunt or kill any such water fowls.

(H) To use a sneak boat, sink box, or other device for the pur

pose of concealment, when hunting any such water fowls.

ARTICLE III.

§ 20. It shall be unlawful:

(a) To hunt, kill, take or destroy, or attempt to hunt, kill, take or destroy rabbits in the southern zone, except between the 10th day of November and the 31st day of January, both inclusive, of the succeed-. ing year;

And in the central zone except between the 10th day of November and the 31st day of January, both inclusive, of the succeeding year;

And in the northern zone except between the 10th day of November and the 31st day of January, both inclusive, of the succeeding year, (b) For any person to kill in any one day, in excess of fifteen rabbits.

(c) To buy, sell or barter, or offer to buy, sell or barter, or for any commercial institution, commission house, restaurant or cafe keeper, to have rabbits in possession, except between the 10th day of November and the 31st day of January, both inclusive, of the succeeding year, whether killed or taken within or without the State, or lawfully or unlawfully killed or taken.

§ 22. It shall be unlawful:

(a) To hunt, kill, take, trap or destroy, or attempt to hunt, kill, take, trap or destroy any of the fur-bearing animals of the State (except muskrats and minks) namely: Raccoons, skunks, opossums, foxes, or otters, in the Southern Zone, except between the 15th day of November and the 15th day of January, both inclusive, of the succeeding year;

In the Central Zone, except between the 15th day of November and the 1st day of February, both inclusive, of the succeeding year.

In the Northern Zone, except between the 1st day of November and the 15th day of February, both inclusive, of the succeeding year.

(b) To Hunt, kill, take, trap or destroy, or attempt to hunt, kill, take, trap or destroy any muskrats or mink in the Southern Zone, except between the 15th day of November and the 15th day of February, both inclusive, of the succeeding year;

In the Central Zone, except between the 15th day of November and the 1st day of March, both inclusive, of the succeeding year;

In the Northern Zone, except between the 1st day of November and the 1st day of March, both inclusive, of the succeeding year.

(c) For any person to have in his or her possession the green hide of any fur-bearing animal (except muskrats and mink) in the Southern Zone except between the 15th day of November and the 25th day of January, both inclusive, of the succeeding year;

And in the Central Zone, except between the 15th day of November and the 10th day of February, both inclusive, of the succeeding year;

And in the Northern Zone, except between the 1st day of November and the 25th day of February, both inclusive, of the succeeding

year.

(d) For any person to have in his or her possession the green hide of any muskrats or mink in the Southern Zone except between the 15th day of November and the 25th day of February, both inclusive, of the succeeding year;

And in the Central Zone, except between the 15th day of November and the 10th day of March, both inclusive, of the succeeding year;

And in the Northern Zone, except between the 1st day of November and the 10th day of March, both inclusive, of the succeeding year. (e) The term "green hide" shall be taken to mean any hide which has not been tanned.

(f) To disturb, mutilate or destroy the house or den of any furbearing animal, or to cut down or into any tree containing the den of any fur-bearing animal, or to destroy or molest the house or den of any otter or muskrat, except where such house or den obstructs a public or private ditch or water course.

(g) To use spears, or any like device, in the hunting or taking of fur-bearing animals, or to use explosives, chemicals or mechanical devices, or smokers of any kind to drive fur-bearing animals out of their holes, dens or houses.

§ 23. It shall be unlawful:

(a) For any person to hunt, kill, take or destroy, or attempt to hunt, kill, take or destroy, rabbits, squirrels, or any fur-bearing animals with, through the use of, or by the aid of a ferret, weasel, guinea pig

or rat.

(b) To place a ferret, weasel, guinea pig, rat or any mechanical device in any hole or opening in the ground, a stone wall, log or hollow tree where rabbits, squirrels or fur-bearing animals may be found, or for any person to have a ferret, weasel, guinea pig or rat in his or her possession or control in a field or forest, or in' going to or from the same, or in any vehicle on the highways going to or from hunting territory.

§ 24. It shall be unlawful:

(a) To hunt, kill, take or destroy, or attempt to hunt, kill, take or destroy, game birds, rabbits, squirrels, or fur-bearing animals, from any automobile or vehicle of any kind propelled by mechanical power, by the use of the lights thereof, or any light used from such vehicle.

(b) It shall be unlawful for any person to trap or hunt with a gun or a dog, or allow a dog to hunt within or upon the land of another, or upon waters flowing over or standing on the land of another, where notice that hunting or trespassing is forbidden, is posted or exhibited in a conspicuous place on such land, or where the owner, agent of the owner or occupant has expressly forbidden hunting or trespassing on such land by publication in a local newspaper.

It shall be further unlawful for any person to wantonly or carelessly injure or destroy, in any manner whatsoever, any real or personal property on the land of another while engaged in trapping or hunting thereon.

(c) To set fire to or burn any peat, grass, brush or other inflammable substance for the purpose of or to assist in hunting, or to hunt around or near any peat, grass, brush or other inflammable substance which has been set fire to for that purpose, while it is burning.

ARTICLE IV.

§ 27A. Every person, association, club, corporation, and all persons, firms and partnerships owning, holding by lease or otherwise,
