Jackson (chairman of the committee) presiding. Present: Senators Henry M. Jackson (Washington), Clinton P. Anderson (New Mexico), Frank Church (Idaho), George S. McGovern (South Dakota), Lee Metcalf (Montana), Thomas H. Kuchel (California), Gordon Allott (Colorado), Paul J. Fannin (Arizona), Clifford P. Hansen (Wyoming), and Mark O. Hatfield (Oregon). Also present: Jerry T. Verkler, staff director; Stewart French, chief counsel; Roy M. Whitacre and Porter Ward, professional staff members; and E. Lewis Reid, minority counsel. The CHAIRMAN. The committee will come to order. This is a public hearing by the Senate Committee on Interior and Insular Affairs on bills that would affect directly the Land and Water Conservation Fund Act of 1965, which is Public Law 88-578. The first two bills to be considered are S. 1401, which I introduced on April 3, 1967, cosponsored by Senators Anderson, Kuchel, and Nelson, and S. 2828, which was introduced on January 18 by Senator Harris with the cosponsorship of Senators McClellan and Monroney. Both of these measures have been the subject of reports by the executive agencies that have immediate responsibility for administration of the land and water areas to which Public Law 88-578 applies. Without objection, I will direct that the texts of S. 1401 and of S. 2828 be made part of this hearing record, together with the executive agency reports on them. The Chair would like the record to show also that there is before this committee another measure dealing with revenues for the land and water conservation fund. This is S. 531, which is sponsored by our able colleague on this committee, Senator Kuchel. S. 531 and S. 1401 are very similar in substance and I am certain the distinguished senior Senator from California will agree that they can be considered as one. Senator Kuchel, it should be noted, is also a cosponsor of S. 1401. However, we will include a copy of it in the record. (1) |
