(4) When the vapor pressure exceeds 40 pounds per square inch, absolute, at 100° F. March to October, inclusive, or 45 pounds, November to February, inclusive, these inflammable liquids are classed as inflammable compressed gases and must be described, packed, and shipped as prescribed for such articles. (See §§ 80.110 (d) (3), 80.170-80.178.)

(f) Bung label. Inflammable liquids as described in paragraph (e) (1), (2) of this section shipped in metal drums or barrels, in addition to the standard red caution label prescribed herein, must be labeled near the bung with a white rectangular label or tag measuring 5 by 3 inches, bearing the following wording:

(g) Dome placard. A tank car containing an inflammable liquid described in paragraph (e) (1) or (2) of this section, must, in addition to the "Inflammable" placard, be protected by special dome placards. Dome placards must bear wording as shown by cut appearing in this paragraph and the size must be not less than 42 by 11 inches. Dome placards must be applied as follows:

One on each side of dome and one on the top near the manhole in line with the ladders. Dome placards may be of white paper securely pasted to the dome, or of strong tag board for use in suitable holders; or the wording of the dome placard may be stenciled on the dome of car and remain thereon as long as it is used in the service which requires these special placards.

NOTE: For tank car equipped with both inner and outer manhole covers, and when removal of inner cover is not necessary to unload the car, the word "inner" may be substituted for the word "this" in the dome placard.

(h) Nitrocellulose, nitrostarch, pyroxylin, lacquer base or chips, wet with alcohol or solvent. Nitrocellulose or nitrostarch wet with alcohol or solvent, must contain at least 30 percent by weight of alcohol or a solvent with flash point not lower than 30° F.; and nonfibrous, granular, pyroxylin and lacquer base, or lacquer chips, plastic, wet with alcohol or solvent, must contain at least 20 percent by weight of alcohol or a solvent with flash point not lower than 30° F.; and when shipped must be packed as follows: [As amended July 23, 1935] In containers, except tank cars, as prescribed in § 80.110 (c) (1), (2). Or in metal barrels or drums, specification 5E (single trip), 6A, 6B, or 6C; or specification 6D of not over 5-gallons capacity. [As amended Apr. 8, 1933]

Or in wooden barrels, specification 35. [As amended Apr. 7, 1931] Or in metal-lined wooden boxes, specification 30. [As amended Apr. 7, 1931]

(i) Spirits of nitroglycerin. Spirits of nitroglycerin must consist of not over 10 percent by weight of nitroglycerin in ethyl alcohol and be packed as follows:

In wooden boxes, specification 15A, 15B, 15C, 16A, or 19A, lined with paraffined paper, specification 2L, and with metal inside containers, specification 2B, securely closed with rubber stoppers tied in place. The inside containers must be entirely surrounded by at

least 2 inches of dry, fine sawdust or kieselguhr. There must be not over 6 quarts of the mixture in each outside container.

Spirits of nitroglycerin, U. S. P., consisting of not over 1 percent by weight of nitroglycerin in ethyl alcohol, may also be shipped when packed in wooden boxes, specification 15A, 15B, 15C, 16Ã, or 19A, with glass inside containers not over 1-quart capacity each, cushioned by at least 2 inches of dry, fine sawdust or kieselguhr. (j) Road asphalt. Road asphalt, liquid, must be packed as follows:

In containers and under conditions prescribed in § 80.110 (c), (d) (1)-(3).

Or in wooden barrels or kegs, specification 10C; authorized only for material with flash point above 20° F.

Or in single-trip metal drums, specification 5E, capacity not over 55 gallons. [As added Apr. 7, 1931]

(k) Paint, varnish and lacquer and compounds. Paint, varnish, lacquer, lacquer base, paint or varnish driers, shellac, wood filler, furniture stain, mortar or wood stain, paint removing, reducing or thinning compounds, lacquer or varnish removing, reducing or thinning compounds, bronzing liquids, and metal or furniture polish must be packed when shipped as follows: [As amended July 23, 1935]

In containers and under conditions prescribed in § 80.110 (c), (d) (1)–(3), except that single-trip metal drums, specification 5E or 6D, of not over 5-gallons capacity each, may be used irrespective of flash point or viscosity.

Paint, varnish, and lacquer, and paint, varnish or lacquer removing, reducing or thinning compounds, with flash point above 20° F., may also be shipped in single-trip metal drums, specification 5E, capacity not over 55 gallons, or in wooden barrels or kegs, specification 100. Paint, varnish, lacquer, and shellac, irrespective of flash point or viscosity, may also be shipped when packed in fiberboard boxes, specifications 23A or 24A, with one inside metal container, specification 2B of not over 1-gallon capacity. [As added Nov. 1, 1934]

(1) Rubber cement. Rubber cement must be packed for shipment as follows:

In containers and under conditions prescribed in § 80.110 (c), (d) (1)–(3), except that wooden barrels and kegs, specification 10A and 10B, must not be used;

Or in metal barrels or drums, specification 5B, irrespective of flash point or viscosity of cement shipped;

Or in metal barrels or drums; specification 5E (single trip), for export shipments only;

Or in fiberboard boxes, specification 23A or 24A, with one inside metal container, specification 2B, of 1-gallon capacity. [As amended Apr. 8, 1933]

(m) Viscous inflammable liquids. (1) Inflammable liquids having a viscosity as determined by one of the following methods, may be shipped under the conditions as prescribed in this paragraph:

(i) The viscosity of the liquids must be determined in a Stormer viscosimeter with an actuating weight of 400 grams and with the

liquid maintained at a temperature of 28° C. The cylinder of the viscosimeter must be immersed in the liquid.

(ii) For transparent liquids the sample may be tested in a vertical glass tube, 1-inch inside diameter by approximately 13 inches long, having two marks 10 inches apart engraved thereon, the lower mark being 2 inches above the bottom of the tube; the liquid to be tested shall be poured into the tube until its surface rises one-half inch above the upper mark and must be maintained at a temperature of 28° C. during the test; a polished steel ball one-fourth inch in diameter shall be supported one-half inch above the surface of the liquid at the center of the tube and dropped therein.

(2) When the speed of the cylinder in the first test does not exceed 10 revolutions per 45 seconds, or the time required in the second test for the steel ball to fall the vertical distance between the two lines upon the glass tube is not less than 14 seconds, the material is classed as "highly viscous" and may be shipped under the conditions prescribed in § 80.110 (c) (4).

(3) When the speed of the cylinder in the first test does not exceed 10 revolutions per 13 seconds, or the time required in the second test for the steel ball to fall the vertical distance between the two lines upon the glass tube is not less than 4 seconds, the material is classed as "viscous" and may be shipped under the conditions prescribed in § 80.110 (c) (4).

(n) Nickel carbonyl, packing. Nickel carbonyl must be packed in any cylinder as prescribed for any compressed gas, except acetylene. [As added Jan. 7, 1938, 3 F.R. 131]* [Pars. 239–252]

80.112 Labels on packages-(a) Exemptions. All packages containing inflammable liquids must be conspicuously labeled by the shipper, except as follows:

(1) When exempted by §§ 80.107, 80.113. Packages exempted by § 80.113 must, however, be plainly marked "No Label Required." (2) On packages in carload shipments to be unloaded by the consignee. When it is known that subsequent shipments of these packages in less-than-carload quantities will probably be made by the consignee, the original shipper should attach labels to the packages or mark them "No Label Required" as would be required for less-than-carload shipments.

(b) Mixed shipments. When dangerous articles requiring the red label are shipped in the same outside package with dangerous articles requiring the yellow or white corrosive liquid labels, the outside package must be labeled with red label only.

(c) Application of labels: general. (1) Shippers must furnish and attach the labels prescribed for their packages. Labels should be applied to that part of the package bearing consignee's name and address.

(2) Labels must not be applied to packages containing articles which are not subject to the regulations in Parts 72-80 nor to packages which are exempted from labels by $$ 80.107, 80.113.

(3) Shippers must not use labels which by their size, shape, and color, may readily be confused with the standard caution labels prescribed herein.

(4) Labels for inflammable liquids must be of diamond shape, bright red in color, and with each side 4 inches long. Printing must be in black letters inside of black-line borders measuring 31⁄2 inches on each side and as shown below. Labels must conform to standards as to size, printing, and color, and samples will be furnished, on request, by the Bureau of Explosives.

NOTE: The carrier's name and stationery form number, or the shipper's name and address, may be printed on the labels, in type not larger than 10 point, if placed within the black-line border and in the upper or lower corner of the diamond. A combination diamond-shaped label-tag of proper size and color, bearing on one side the shipping information and on the reverse side the wording prescribed herein, will be permitted.

80.113 Exceptions from labels. Inflammable liquids must be shipped without labels, and marked, and certified "No Label Required," when packed as follows:

(a) When flash point is above 20° F.: In containers of over 16 ounces avoirdupois and not over 1-quart capacity each, properly packed in outside specification containers as prescribed herein.
