The Committee on Appropriations, to whom was referred the bill (H. R. 19119) making appropriations to provide for the expenses of the government of the District of Columbia for the fiscal year ending June 30, 1918, and for other purposes, reports the same to the Senate with various amendments, and presents herewith information relative to the changes recommended and comparative results. of same, as follows:

INCREASED COMPENSATION TO EMPLOYEES OF THE GOVERNMENT OF THE DISTRICT OF COLUMBIA.

The committee recommended the following section:

SEC. 7. That to provide, during the fiscal year nineteen hundred and eighteen, for increased compensation at the rate of fifteen per centum per annum to employees who receive salaries at a rate per annum of $480 or less, and for increased compensation at the rate of ten per centum per annum to employees who receive salaries at a rate of more than $480 per annum and not exceeding $1,000 per annum, so much as may be necessary is appropriated: Provided, That this section shall only apply to employees who are appropriated for in this act specifically and under lump sums, or whose employment is authorized herein, and that the increased compensation of teachers of the public schools shall be computed on their basic salaries: Provided further, That detailed reports shall be submitted to Congress on the first day of the next session showing the number of persons, the grades or character of positions, the original rates of compensation, and the increased rates of compensation provided for herein.

Res. 358) authorizing the granting of permits to the committee on inaugural ceremonies on the occasion of the inauguration of the President elect in March, 1917, etc., having considered the same, report thereon with a recommendation that it pass.
