report also described an additional area of 6,242.31 acres, which is classed as being of somewhat doubtful character, and hardly of the nature which would justify its addition to a national forest. This area embraces what is locally known as Hickey Mountain, and in view of the facts stated this office does not recommend its addition. Should you desire to secure more definite information relative to the lands examined and reported upon, I should be very glad to see that you are furnished with the detailed data contained in the reports and maps recently submitted by the district forester.

Mr. SHEPPARD, from the Committee on Commerce, submitted the

REPORT.

[To accompany S. 7359.]

The Committee on Commerce, to whom was referred the bill (S. 7359) to authorize the Delaware Railroad Co. to construct, maintain, and operate a bridge across the Nanticoke River at Seaford, Sussex County, Del., having considered the same, report it with an amendment and, as amended, recommend its passage.

The bill thus amended has the approval of the Department of War.

Respectfully returned to the chairman Committee on Commerce, United States Senate, together with Senate bill No. 7359, Sixty-fourth Congress, second session, to authorize the construction of a bridge across the Nanticoke River, at Seaford, Del. So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the bill by Congress if amended as indicated in red thereon.

The Committee on Commerce, to whom was referred the bill (S. 7536), authorizing the Western New York & Pennsylvania Railway Co. to reconstruct, maintain, and operate a bridge across the Allegheny River, in the borough of Warren and township of Pleasant, Warren County, Pa., having considered the same, report thereon with a recommendation that it pass without amendment.

The bill has the approval of the Department of War, as will appear by the following letter, which is made a part of this report:

WAR DEPARTMENT, December 27, 1916. Respectfully returned to the chairman Committee on Commerce, United States

Senate.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration by Congress of the accompanying bill, S. 7536, Sixty-fourth Congress, second session, for the reconstruction of a bridge across the Allegheny River.
