A quorum being present, the committee will come to order. First, we have before us the nomination by the President of Miss Frances Perkins, of New York, to be a Civil Service Commissioner, to which office she was appointed during the last recess of the Senate, vice Lucille F. McMillin, resigned. Is there any objection filed here? Mr. RILEY. No objection, Mr. Chairman. Senator CHAVEZ. I move the nomination be approved by the committee. Senator FLANDERS. I second the motion. Senator JOHNSTON. I also second the motion. The CHAIRMAN. Any discussion? (No response.) The CHAIRMAN. All in favor will signify by saying "aye"; contrary "no." The ayes have it and Miss Perkins is confirmed. DRAFT OF TENTATIVE RULES OF COMMITTEE PROCEDURE FOR THE SENATE COMMITTEE ON CIVIL SERVICE The CHAIRMAN. Now, have you copies of the proposed rules circulated the other day? Please furnish him one, Mr. Riley. Now, let us take up the matter of the adoption of the rules. Mr. Riley, will you read them, one at a time, and then we will discuss each one and pass on it separately. Mr. RILEY. Rule I is as follows: Seven members of the committee shall constitute a quorum for the transaction of such business as may be considered at any regular or special meeting of the committee. No member of the committee shall for the purpose of determining the existence of a quorum of the committee be deemed to be present unless he be personally present. 1 |
