SIRS: We have the honor to submit herewith the third semiannual report of the United States Atomic Energy Commission, as required by the Atomic Energy Act of 1946.

There are a number of important phases of the atomic energy program which for reasons of national security cannot be presented in a public report of this character. These are discussed with the Joint Committee on Atomic Energy, which was authorized by the Congress to receive information on all activities of the Commission. Respectfully,
