General provisions:

In the last paragraph, change the authorization for purchase of passenger motor vehicles from one hundred and fifty-four to one hundred and eighty-five. Add at the end of the general provisions a new paragraph as follows:

The Department of the Army is authorized to transfer to the Department of the Interior, for the use of the Bureau of Mines, without compensation therefor, full jurisdiction, possession, and control of a parcel of ten acres, more or less, from that portion of Fort Douglas Military Reservation in the County of Salt Lake, State of Utah, which lies immediately North of the site of the Bureau of Mines Intermountain Experiment Station and is situated between a line beginning at Monument No. 7, Fort Douglas Military Reservation, and extending East through Monument No. 6, Fort Douglas Military Reservation, on the South, and Fort Douglas Boulevard, on the North.

A change in language is proposed to permit the purchase of 31 new cars for the use of the additional number of coal-mine inspectors and mining engineers recommended in the 1949 Budget.

New language is recommended to authorize the transfer to the Bureau of Mines of approximately 10 acres of land in the Fort Douglas Military Reservation which is no longer required by the Department of the Army. This land adjoins the Bureau's experiment station at Salt Lake City and would provide for much-needed storage and possible future expansion needs.

The purpose of this estimate is to provide funds for archaeological excavations at the McNary Dam site in Oregon. Funds for this purpose were not included in the 1949 budget as it appeared at that time that construction would not proceed with sufficient rapidity as to require archaeological excavations during the 1949 fiscal year. From present indications, however, it appears that it will be necessary to initiate this work in the 1949 fiscal year if it is to be completed before the water level inundates many of the sites proposed for excavation. This increased estimate will provide (1) $40,000 for the initiation of investigations of destroyed oyster beds in Mississippi and Louisiana, as authorized by Public Law 545, approved May 21, 1948, and (2) $75,000 to commence a 5-year program of studies relating to the production of hard-shell and soft-shell clams as authorized by Public Law 556, approved May 26, 1948.

This additional estimate is required for the repair of flood damage sustained by 12 wildlife refuges located in 6 States. The floods resulted from heavy snowfalls last winter followed by abnormal spring run-offs.

This new appropriation item will provide funds for the initiation of a program of purchase or rental of wildlife management areas in California required for the control of migratory birds, as authorized by Public Law 534, approved May 18, 1948. The act requires that no Federal funds shall be expended for these purposes until the State of California has made available sufficient moneys for the purchase of equivalent acreages. It is understood that the State has, by legislative action, provided $9,000,000 to be available for 3 years for this program.

These proposed increases in appropriation and contract authorization are intended to accelerate the Alaska road-construction program. As indicated in your recent message to Congress, the development of a satisfactory transportation system in the Territory of Alaska is essential to the development of its known resources. It is becoming increasingly important that these resources be made available to meet expanding local needs and national requirements.

The purpose of this estimate is to enable the Department of the Interior to complete the program for rehabilitating the Alaska Railroad in 3 years instead of 5 years as originally planned. This change in plans is consistent with the views expressed in your message of May 21, 1948, to the Congress which recommended certain measures for the development of Alaska including the acceleration of this program.

I recommend that the foregoing supplemental estimates be transmitted to the Congress.

The details of this estimate, the necessity therefor, and the reasons for its submission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

Preceding the head "Acquisition of Land, Act June 26, 1940," insert new language and an estimate of appropriation, as follows:

Military construction, Army: For construction, installations and equipment of temporary or permanent public works, military installations and facilities, as authorized by the Act of 1948 (Public Law ), without regard to sections 1136 and 3734, Revised Statutes, as amended, including hire of passenger motor vehicles; payment of claims under the Act of July 3, 1943 (31 U. S. Č. 223b), and pursuant to section 403 of the Federal Tort Claims Act of August 2, 1946 (28 U. S. C. 921); $121,000,000 to remain available until expended; and in addition, the Secretary of the Army is authorized to enter into contracts for the purposes of this appropriation in an amount not to exceed $60,000,000: Provided, That this appropriation shall not be used for the construction of family quarters for personnel of the Army at a cost per family unit in excess of $14,040, except that when such units are constructed outside the continental United States the average cost per unit of all such units constructed shall not exceed $20,800.

707 Delete section 10 and renumber the remaining sections accordingly.

The foregoing estimate of appropriation will be necessary to implement the authority expected to be provided under the provisions of S. 1676 now in conference, and is transmitted at this time since it is considered essential for the national defense that the projects for which this appropriation is recommended be undertaken at an early date. Section 10 of the general provisions contains dollar limitations on family housing, and is no longer required since these limitations are superseded by space limitations contained in S. 1676 for all housing authorized.

I recommend that the foregoing supplemental estimate be transmitted to the Congress.
