Bureau Operations

The White Mountain Apache Tribe and the USGS have concluded an historic agreement that will benefit the Tribe, the Survey and its customers, and the people of Phoenix. The White Mountain Apache Tribe will receive technical assistance from the USGS and the USGS will receives access to stream gages on Ft. Apache (the White Mountain Apache lands). The Intergovernmental Agreement was signed by Dallas Massey, White Mountain Apache Chairman, and by Barbara J. Ryan, USGS Associate Director for Operations, at a ceremony on Ft. Apache on December 21, 1998.

The Department's National Business Center (NBC) provides efficient and cost effective standardized electronic-based administrative systems and ADP services to all bureaus of the DOI. These services are related to the Federal Financial System (FFS), Fixed Assets and Inventory Subsystem, Interior Department Electronic Acquisition System (IDEAS), and the Procurement Data Reporting System.

The NBC stands ready to provide administrative support to franchise clients in other Federal agencies with systems such as FFS; IDEAS; Hyperion Executive Information system applications; Quicktime, a time and attendance system; and electronic commerce, Web services, accounting operations services and many other administrative systems and services. For example, the core accounting systems software, FFS, is currently provided to several outside DOI clients including the U.S. House of Representatives, the Drug Enforcement Agency (DEA), the Patent and Trade Office, the Federal Communications Commission (FCC), and the Customs Office.

This activity funds the appropriated portion for operations and maintenance of USGS real property holdings, including major science centers, research stations, and geomagnetic and seismological observatories. Facilities support services are provided for the National Center and major field centers. The activity provides funding for the USGS' library system which consists of three large regional libraries with multidisciplinary collections (geology, hydrology, cartography, and biology), as well as several smaller libraries with more specialized collections in earth and biological sciences.

The activity includes funding to address the USGS' highest priority deferred maintenance and capital improvement needs in accordance with the pledge DOI made to the Congress to develop and submit five year deferred maintenance and capital improvement plans. The funding will help USGS to maintain its capital investments, including, those for science centers, river cableway structures, and extensive seismic warning networks.

In response to major changes in GSA rent billing policies and practices, the USGS established a new system, the Federal Real Property Management System, to process the monthly bills electronically and to provide management information such as inventory and cost data on GSAand USGS-controlled space.

operations and maintenance costs associated with reimbursable activities are recovered from reimbursable customers.

USGS real property holdings of 37 owned installations include major Science Centers that have complex facilities such as laboratories and chemical storage buildings, and smaller facilities such as research stations, geomagnetic and seismological observatories, and warehouses.

Facilities Operation and Maintenance ($16.4 million) — Operations and maintenance functions include ongoing facility and equipment support that sustain day-to-day USGS scientific activities. Associated costs are for utilities, fuel, janitorial services, grounds upkeep, waste management, security and safety, hazardous materials pre-disposal storage and removal, preventive and other maintenance to realize the originally anticipated useful life of an asset, salaries, contracts, repairs, rehabilitation, parts replacement, inspections, and similar services and items.

Facilities Support Services ($6.1 million)—Support Services at each of the three regional centers for USGS program operations include mail and transportation operations; conference/training facility service; moving services; property management; work space layout, assignment, and control; systems furniture design, ordering, and installation; parking; duplicating and printing services; facility safety, industrial hygiene and hazardous materials management; and central receiving, delivery, and warehousing operations.

Library ($6.9 million) — The USGS's enabling legislation required the creation of a library to house literary and cartographic materials that supported the scientific investigations of the bureau. Since that creation over 100 years ago, the USGS library has developed into the premier earth and natural science library in the Nation with one of the largest and most comprehensive collections in the world.
