Order 6306. Seats and Desks. Seats, chairs and desks (except those used by teachers) in class, recitation, or study rooms seating more than 50 persons shall be securely fastened to the floor. or not less than four seats (or two seats and two desks) shall be fastened together.

Assembly hall seats and aisles shall conform to the requirements for assembly halls (orders 6208-6210).

SECTION 4. STANDPIPES AND FIRE EXTINGUISHERS.
Order 6307. For exterior standpipes see order 6024.

In all buildings not provided with interior standpipes, standard chemical fire extinguishers (order 6029) shall be provided in the proportion of one extinguisher to each 3000 square feet of floor area or fraction in non-fireproof buildings or one to each 8,000 square feet of floor area or fraction in fireproof buildings; but there shall be at least one fire extinguisher on each floor. All fire extinguishers shall be prominently exposed to view and always accessible.

SECTION 5. FIRE ALARMS.

Order 6308. Every building two stories or more in height shall be provided with a proper alarm or gongs which can be operated from any story, including basement, and can be heard throughout the building. Such alarm system shall be tested at least once a week.

PART V

APARTMENT HOUSES, HOTELS AND PLACES OF DETENTION

SECTION 1.

CLASSIFICATION.

Order 6400. Apartment (Tenement) Houses. Under this class fication is included every building or part of a building occupied as the residence of three or more families living independently, or occupied by two such families and also used for business purposes.

Order 6401.-Hotels and Places of Detention. Under this classification are included all hotels. lodging and boarding houses, clubhouses, dormitor es. convents, hospitals, asylums, jails and other places of detention, including every building or part of a building used for sleeping or lodging purposes by three or more persons not members of a family provided that where the number of such persons is less than six, the following orders shall not apply: 6402 to 6408, inclusive, 6416 to 6419, inclusive.

SECTION 2. EXITS.

Order 6402. Number and Location. In every apartment house there shall be at least two exits accessible from each apartment without passing through another apartment.

In every hotel or place of detention (order 6401) there shall be at least two exits. If there are more than four rooms between the end of any corridor and the nearest exit, an additional exit shall be provided at the end of such corridor. All exits shall be accessible from public passageways; in buildings which accommo

date transients, no doors shall be permitted between any exit and the public passageway.

Order 6403. Type of Exits. The exits herein required shall be either stairways, or fire escapes or horizontal exits (order 6014). But in every non-fireproof building over two stories in height (excepting a three story building which accommodates not more than four families or 30 persons, not transients, above the first story), at least one exit shall be a fire escape or an outside stairway, or a horizontal exit, unless the inside stairways are enclosed with fireproof or semi-fireproof partitions and doors (orders 60086011).

Order 6404. Fire Escapes. Fire escapes hereafter constructed shall be stairway fire escapes as described in orders 6015-6025. Existing stairway fire escapes will be accepted if strongly and properly built and in good condition. Existing ladders will not be accepted as exits after Oct. 1, 1917. Fire escapes hereafter constructed on hospitals and sanitariums shall be “B” fire escapes.

Order 6405. Stairways. Inside stairways at a steeper angle than 45 degrees with the horizontal are not accepted as exits.

Every stairway which serves as an exit shall lead to a separate exit door.

Outside stairways heretofore constructed will be accepted if in good condition. Every outside stairway hereafter constructed as a required exit from a building of more than two stories, shall be covered by a roof. If such stairway accommodates more than two families or 15 persons above the first story, it shall be made of incombustible material, except that on apartment houses the treads and flooring of such stairway may be of wood at least 1% inches thick.

All stairways and steps of more than three risers shall have at least one handrail. Stairways and steps which are 5 feet or more in width, or which are open on both sides, shall have a handrail on each side. Rails shall be not less than 2 feet 6 inches vertically above nose of treads or 3 feet above platform.

Order 6406. Basement Stairway Enclosure. In hotels and places of detention (see order 6401) more than two stories high. every stairway which extends from the basement to the second floor or above, shall be enclosed in the basement with fireproof partitions and doors (order 6008).

Order 6407. Exit Doors. All exit doors shall be as required in order 6026, except that a door which accommodates not more than 6 families or 40 persons will not be required to swing outward. For exit signs see the next order.

Order 6408. In every building which accommodates more than 4 families or 30 persons, and in every building which accommodates transients the public passageways and stairways and exit doors shall be illuminated from one hour after sunset to one hour before sunrise. This illumination shall include lights at all intersections of passageways, at all exits, and at the head and foot of every stairway. The lights at emergency exit doors or windows shall be red lights and shall be accompanied by a sign bearing the words "exit' or "out", in plain letters.

Order 6409. Size of Rooms. Every sleeping room shall be of sufficient size to afford at least 400 cubic feet of air space for each occupant over twelve years of age, and 200 cubic feet for each occupant under twelve years. No greater number of occupants than the number thus established shall be permitted in any such room.

Order 6410. Windows. No room shall be used as a sleeping or living room unless it has a window or windows opening upon a street alley, or yard, or upon a court connecting therewith, or above the roof of an adjoining building, or.upon an inner court not less than 25 square feet in area; or unless it has a verticallysliding pulley-hung sash window, not less than 15 square feet in area, opening into another room in the same apartment, which other room opens on a street, alley, or yard, either directly or through similar windows. Every such sash window shall be placed as nearly as possible in line with outside windows, and both halves shall be made to open readily; and the glass in the lower half shall be translucent.

Order 6411. Basement Rooms. No basement room shall be used as a sleeping or living room unless all the following conditions are complied with:

(1) The room shall be at least 8 feet high from floor to ceiling.

(2) The ceiling shall be at least 4 feet above the surface of the adjoining street or ground.

(3) The room shall have a window or windows opening upon a street, alley, or yard. or upon a court connecting therewith, or upon an inner court not less than 60 square feet in area; and the total window area shall be at least onetenth of the floor area of the room, and the upper half of such window or windows shall be made to open the full width.

(4) The walls and floor shall be damp-proof and waterproof.

(5) The room shall have sufficient light and ventilation and shall be fit for human habitation.

SECTION 5. TOILET ROOMS.

Order 6412. In every apartment building where a sewer system is available, at least one water-closet shall be provided for every two apartments. Every such water-closet shall be located within the building, in a separate room or compartment. on the same floor with the apartments which it serves, and shall be accessible from each such apartment without passing through another apartment. All water-closets and the pipes connecting therewith shall be properly protected against frost; if located in a public hall such hall shall be heated, if necessary, so as to prevent the closets and pipes from freezing.

In every building of this classification where a sewer system is available, except apartment houses and hotels at least one watercloset shall be provided for every 15 persons or fraction.

Toilet rooms and fixtures hereafter installed shall comply with orders 5205-5211 of the State Building Code. For details of plumbing see State Plumbing Code issued by State Board of Health.

Every existing toilet room shall be ventilated by an outside window; or, where this is not possible, by a ventilating pipe approved by the Industrial Commission or by the local health officer.

In buildings where a sewer system is not available and cannot be made available, an equal number of sanitary privies, or closets connected with a septic tank or cess-pool, shall be provided in accordance with rules of the State Board of Health.

Order 6413. Every building of this classification, and all the parts thereof, shall be kept in good repair and the roof shall be kept so as not to leak, and all rain water shall be so drained and conveyed therefrom as not to cause dampness in the walls or ceilings.

Order 6414. Where city water supply is available or can be made available, every apartment house shall be provided with proper sinks with running water and there shall be at least one such sink on each floor accessible to each family on the floor without passing through another apartment.

SECTION 8. CLEANLINESS.

Order 6415. Every building shall be kept clean and shall also be kept free from any accumulation of dirt, filth, rubbish, garbage, or other matter in or on the same or in the yards. courts, passages, areas or alleys connected with or belonging to the same.

SECTION 9. FIRE EXTINGUISHERS.

Order 6416. In every building which accommodates transients, a standard fire extinguisher (order 6029) shall be provided on each floor at the head of each stairway and at each elevator or group of elevators, unless the building is provided with a complete automatic sprinkler system or with interior standpipes (order 6028).

SECTION 10. AUTOMATIC SPRINKLERS.

Order 6417. Where city water supply is available an automatic sprinkler system (order 6030) shall be provided not later than October 1, 1916, in the basement and sub-basements of all building of this classification, except

. (1) Apartment houses.

(2) Buildings not more than two stories high.

(3) Buildings which accommodate not more than 40

persons.

SECTION 11. FIRE ALARM.

Order 6418. In every building which accommodates 20 or more transients, there shall be a proper alarm or gongs which can be heard throughout the building. Every such alarm system shall be tested at least once every week.

SECTION 12. DIRECTIONS FOR ESCAPE.

Order 6419. In every room liable to be used by transients, a notice shall be conspicuously posted giving complete and plain directions for reaching at least two exits.

ELECTRICAL SAFETY CODE'

Part 1-Application and Definitions.

Section I. Application.

New Construction.

Order 1000. This code shall apply as a minimum requirement to all new construction and replacements which are begun subsequent to July 1, 1917.

Order 1001. Additions to Existing Lines and Equipment. All work on existing lines and equipment required by this code, which can be accomplished by the addition of new material without the abandonment of the existing equipment and material shall be completed by May 1, 1918.

Order 1002. Replacement of Existing Lines and Equipment. Where the condition of the existing lines and equipment is such that compliance with this code requires their abandonment and the construction of a new system, the work shall be prosecuted as rapidly as the circumstances permit.

Section 2. Definitions.

Order 1010. Meaning of Terms, In this code:

Alive or live means electrically connected to a source of potential difference, or electrically charged so as to have a potential different from that of the earth. The term "live" is sometimes used in place of the term "current-carrying," where the intent is clear, to avoid repetitions of the longer term.

Authorized or qualified means properly qualified or authorized to perform specified duties under the conditions existing. Responsibility for the authorization and decision as to the qualifications of employes rests with the employer or his agent.

Conflicting or in conflict (as applied to a pole line) means that the line is so situated with respect to a second line (except at crossings) that the overturning of the first line will result in contact between its poles or conductors and the conductors of the second line, assuming that no conductors are broken in either line. Provided, however, that lines on opposite sides of a highway, street or alley are not considered as conflicting if separated by a distance not less than 60% of the height of the taller pole line. but in no case less than 20 feet..

Current-carrying part means a part intended to be connected in an electric circuit to a source of voltage. Noncurrent-carrying parts are those not intended to be so connected.

Disconnector means a switch which is intended to open a circuit only after the load has been thrown off by some other means.

Manual switches designed for opening loaded circuits are usually installed in circuit with disconnectors to provide a safe means for opening the circuit under load.
