ated on is securely fastened. All knife heads of wood working machines, which are automatically fed, such as stickers, planers, etc., when exposed to contact, must be guarded.

Order 205-Swing Saws. The counterweights of all swing saws must be equipped with a safety chain or stop and the frame of such saws must be equipped with limit chain or stop to prevent the saw from swinging too far forward.

GENERAL ORDERS ON SANITATION

VENTILATION AND EXHAUST SYSTEMS

Order 2000-Hoods for Grinding, Buffing and Polishing Wheels. All grinding, buffing and polishing wheels, except wheels where water is applied at point of grinding, must be equipped with a hood. The hood must cover the wheel in such manner that it will carry off the dust insofar as the character of the work will permit. On grinding, buffing or polishing wheels 4 inches or less in width, the width of hood must be 6 inches. On grinding, buffiing or polishing wheels over 4 inches in width the maximum width of hood must never be less than 2 inches nor more than 3 inches wider than the width of the wheel. The wheels must be measured across the face.

Order 2001-Suction Pipes for Hoods. The size of the suction pipe on hoods for grinding, buffing or polishing wheels must be as follows:

Diameter of Wheel.

6 inches to 10 inches, 10 inches to 18 inches, 18 inches to 24 inches, Over 24 inches.

Diameter of Suction Pipe.
3 inches to 4 inches.

4 inches to 5 inches.

5 inches to 6 inches.
6 inches

Where two sizes of pipe are specified above, the smaller size will not be permitted except in cases where the hood covers two-thirds of the wheel or where the work to be done is so light that the dust is easily exhausted.

Order 2002-Suction, Amount Required. On all grinding, buffing and polishing wheels, the suction in the connection to the hood must be sufficient to displace a column of water in a U tube, 5 inches. The test for suction with the U tube must be a static test and must be made in the following manner: A hole % inch in diameter must be made in the suction pipe approximately 12 inches from the connection to the hood. The rubber hose attached to the U tube must be placed over the % inch hole and the test made under these conditions. When the water in the U tube stands at 0, the 5 inch displacement is secured when one column of water rises 21⁄2 inches above 0 and the other column of water falls 22 inches below 0.

Order 2003-Angle of Suction Pipe to Main Pipe. All branch suction pipes must enter the main pipe in the direction of the flow of air and at an angle not exceeding 45 degrees, measured from a line drawn parallel with the current of air in the main suction pipe.

Order 2004-Position of Main Pipe. On all grinding, buffing or polishing wheels, the main suction or trunk pipe must be placed below and as close to the wheels as possible, either on the floor or beneath the floor on which the machines are located.

Order 2005-Bends in Pipes. All bends, turns and elbows in suction and discharge pipes must be made with smooth interior surfaces and the radius of the curvature of the elbows on such pipes, measured from the center of the pipe, must not be less than twice the diameter of such elbows.

Order 2006-Dust Collector. The dust discharged from any exhaust system must be taken care of by a dust collector, air washer or other adequate system which will prevent it from contaminating the air in or around the place of employment.

Order 2007-Belts, Drums, Rolls and Dishes, Exhaust System. All belts, drums, rolls or disks, used for grinding, buffing, polishing or sanding, must be equipped with an exhaust system so designed and attached that it will carry off the dust insofar as the character of the work will permit.

Order 2008-Sand Blasts. All sand blasting operations, not performed under an enclosed hood, must be performed in a special room set aside for that purpose. This room must be equipped with an exhaust system which shall change the air in the room not less than 4 times per minute.

Order 2009-Sand Blast Operators, Protection. The employer must furnish the employes who are working in sand blast rooms with a suitable covering for the face, which will protect the eyes, nose and mouth; such protector should be worn by the employe when working in the sand blast room.

Order 2010-Tumbling Barrels. All tumbling barrels and rattlers must be equipped with an exhaust system, which will remove all particles of dust which are light enough to float in the air.

Order 2011-Machines Which Create Dust, Exhaust System. machines which create and throw off dust sufficiently light to float in the air, must be equipped with an exhaust system so designed and attached that it will carry off the dust insofar as the character of the work will permit.

Order 2012-Vats and Tanks Which Emit Fumes. All vats and tanks containing liquids which emit fumes, or vapors of ammonia, arseniuretted hydrogen, carbon dioxide, carbon monoxide, carbon tetra-chloride, chlorine, gases from pickling vats, lead and mercury, phosgene, sulphur dioxide, hydrochloric acid, nitric ac.d, sulphuric acid, prussic acid, or other fumes or vapors which are irritating, obnoxious, or injurious to the health, must be equipped with a ventilating system which will remove as much of the fumes or vapors as the character of the work will permit.

Order 2013-Furnaces and Forges. All furnaces and forges which emit gas or smoke in such quantity as to be irritating, odnoxious, or injurious to health, must be equipped with a ventilating system which will remove as much of the gas and smoke as the character of the work will permit.

Order 2014-Foundries, Forgeshops, and Roundhouses, Ventilation. All foundries, forge shops, roundhouses and other places of employment in which smoke, gas, dust or vapors are present in sufficient quantities to obstruct the vision, or to be irritating, obnoxious, or injurious to the health, must be equipped with a system of venlation which will eliminate such smoke, gas, dust or vapors insofar as the conditions of the industry will permit. Such system of ventilation must change the air in the room not less than twice each hour, and must supplly the room with an additional amount of air to make up for the loss of oxygen which is consumed by the fires. Each person in the room must be supplied with not less than 1800 cubic feet of fresh air each hour.

Order 2015-Rooms With Less than 900 Cubic Feet of Air Space, Ventilation. All rooms in places of employment where there is less than 900 and more than 300 cubic feet of air space per person, and in which there is no smoke, gas, fumes, dust, vapors or fires consuming oxygen, must be provided with a ventilating system which will furnish 1800 cubic feet of fresh air per hour to each person. In all rooms specified above. where there are lights or fires which consume oxygen, an additional amount of air must be supplied to make up the loss of oxygen.

Order 2016-Rooms With 900 Cubic Feet of Air Space, Ventilation. All rooms in places of employment where there is 900 cubic feet of air space per employe, and in which there is no smoke, gas, fumes, dust, vapors, or fires which consume oxygen, must be provided with a ventilating system which will change the air in the room not less than twice each hour. Such system must be so designed as not to produce injurious drafts or reduce the temperature materially below the average temperature maintained.

Order 2017-Minimum Cubic Feet of Air Space. In all places of employment not less than 300 cubic feet of air space must be provided for each person.

TOILET ROOMS-NEW AND EXISTING INSTALLATIONS

Places of Employment

Order 2200. Toilet Rooms Required. Every place of employment, whether heretofore or hereafter constructed. shall have adequate toilet rooms, completely enclosed, and so arranged as to insure privacy; except that in foundries, rolling mills blast furnaces, tanneries, and such other similar buildings as are specified by the Industrial Commission, partitions enclosing toilets shall be at least seven feet high but need not be carried to the ceiling nor enclosed at top, provided such ceiling is at least 15 feet high, and provided such toilets are located in rooms which females are not allowed to enter.

Order 2201. Toilet Rooms for the Two Sexes. Where the two sexes are accommodated separate toilet rooms shall be provided, except (if approved in writing by the proper authorities) in buildings accommodating not more than five persons of both sexes provided the door of such toilet room is kept locked and the key is kept in a place accessible to all such persons. But whenever

the number of such persons shall exceed five, separate toilet rooms shall be provided. Entrances to toilet rooms for the two sexes shall be properly separated, by screens or otherwise, and shall wherever possible be at least twenty feet apart.

Order 2202. Sex Designated. Wherever women are employed, each toilet room shall be distinctly marked with regard to the sex which uses it, and no person shall be allowed to use a toilet room assigned to the other sex, except as provided in order 2201,

Order 2203. Number of Closets and Urinals. In every place of employment, whether heretofore or hereafter constructed. one water-closet shall be provided for every 20 persons, or fraction thereof, of either sex.

In addition thereto, where more than 10 males are employed. one urinal shall be provided for every 40 males, or fraction. Where not more than 10 males are employed, either a urinal shall be provided or the water-closet shall have a projecting lip and self-rising seat. Where trough urinals are used, each two feet of trough shall constitute one urinal.

Order 2204. Cleanliness. Every toilet room and every part thereof, including walls, floors and ceiling, and all fixtures therein, must be kept clean, efficient and in good repair. In each toilet room, sufficient toilet paper must be provided, and it must be made of material which will not obstruct the fixtures in such toilet room.

Order 2205-Indecent Pictures. Indecent or suggestive marks, pictures, or words are forbidden in toilet rooms, and such defacement when found must be at once removed.

Order 2206-Existing Toilet Rooms-Walls. In toilet rooms at present installed, the walls must not be covered with paper. If the walls and ceiling are constructed of wood, they must be covered with a non-absorbent paint.

Every toilet

Order 2207-Existing Toilet Rooms-Ventilation. room heretofore installed, which is not adequately ventilated by outside windows or skylight, shall be provided with a vent flue of size specified in order 5254, in which a fan shall be placed, if necessary, for proper ventilation.

Every such toilet room which cannot be kept sanitary shall be moved so as to be open to outside light and air.

Order 2208Artificial Light. Every toilet room shall be artificially lighted during the entire period that the building is occupied, wherever and whenever adequate natural light is not available, so that all parts of the room are easily visible.

Order 2209-Water-Closets at Present Installed. Each watercloset at present installed must be provided with a flushing appliance, which will be as effective in its operation as the type of closet requires.

Each water-closet must be kept clean and in good repair and obstructions must be removed at once.

Order 2210-Partitions Between Fixtures. Adjoining waterclosets or seats of range closets must be separated by partitions not less than 5 feet in height. Each individual urinal or urinal trough must be provided with a partition at each end and at the back to give

privacy. Where individual urinals are arranged in batteries, a partition must be placed at each end and at the back of the battery. For new installations, see order 5259

Order 2211-Existing Outdoor Toilets. Existing outdoor toilets will be permitted, until public water and sewer systems are available, if they comply with orders 2200 to 2210, inclusive, and in addition are:

(1) Completely enclosed and separate from any other building. (2) Advantageously located from the standpoint of convenience, privacy, and sanitation.

(3) Located on ground that is well-drained, and where there is no possibility of contaminating any drinking water supply.

(4) Provided with suitable approach, such as concrete, gravel or cinder walk.

(5) The vault must be made tight above the ground so that flies, rats and other vermin cannot get into it.

(6) All windows, ventilators, and other openings must be screened to exclude flies, and all doors must be self-closing.

(7) When the vault is filled to the level of the ground it must be cleaned out. If a new vault is constructed it must be made in accordance with the requirements for new installations, and the old vault must be properly cleaned, limed and filled with fresh earth.

(8) The entire installation must be kept clean and sanitary. Milk of lime (freshly slaked lime) or other equally effective disinfectant must be used in the vault and in the urinal trough in sufficint quantities and at frequent intervals. The floors, seats, and urinals must be scrubbed as often as necessary.

Order 2212-When Water and Sewer Becomes Available. Within one year after water and sewer systems become available, waterclosets, urinals, and lavatories shall be provided.

LAVATORIES.

Order 2213-Adequate washing facilities shall be provided in or near every toilet room. In new installations there shall be at least one lavatory for every five fixtures (closets and urinals) or fraction.

Order 2214—Adequate washing facilities shall be provided (1) in all industries where lead, arsenic, or other poisonous or injurious materials are handled by the employes, and (2) in industries where food is prepared or manufactured, and (3) in glue factories, foundries, machine shops and other industries where the employes' hands become dirty or greasy, except that in industries of the last mentioned class, located in small towns, where the employes go home at noon, this requirement may be waived by the Industrial Commission. In new installations there shall be at least one lavatory for every ten employes, or fraction, and hot water shall be provided. Basins or troughs for common use are prohibited.

Order 2215—All lavoratories must be made of porcelain, enameled iron, or other impervious material.

TOWELS

Order 2216-In all places of employment the use of towels in common is prohibited. Where lavatories are required, individual cloth towels or paper towels shall be furnished by the employer.
