Side 29 - Columbia, from the enlisted boys, and at large, is made by the President. The nomination of a candidate from any Congressional district or Territory is made on the recommendation of the member or delegate, from actual residents of his district or Territory.
Side 30 - All candidates for admission into the academy shall be examined according to such regulations and at such stated times as the Secretary of the Navy may prescribe. Candidates rejected at such examination shall not have the privilege of another examination for admission to the same class unless recommended by the board of examiners.
Side 40 - The Board will exercise a proper discretion in the application of the above conditions to each case, rejecting no candidate who is likely to be efficient in the service, and admitting no one who is likely to prove physically inefficient.
