Heffernan, staff member; John Childers, minority staff director; and Brian Conboy, special counsel to the minority. OPENING STATEMENT OF SENATOR RIBICOFF Chairman RIBICOFF. I am pleased to reopen hearings today on S. 991, and related legislation, to create a separate, Cabinet-level Department of Education. As many of you know, the committee originally began its hearings on this issue October 12 and 13, 1977. At that time, we heard many academic experts, major national education organizations, and six former U.S. Commissioners of Education testify on the need for the separate Department. There have been several important developments since the October hearings. Unfortunately, American education lost two of its dearest friends in the Senate Senator Lee Metcalf and Senator Hubert Humphrey. These two distinguished men were strong advocates of a greater, more effective Federal effort in education. Both were sponsors of Department of Education legislation. They will be sadly missed by all. President Carter and Vice President Mondale have restated their full support for the creation of a Department of Education this year. This administration has demonstrated a strong commitment to improving and supporting American education. After years of neglect, it is indeed a welcome change. The Congress and the administration are now working together to breathe new life into Federal education programs, and to raise the present low status of education in the Federal Government. The administration is now busily preparing its views on the new Department. We expect to hear those views on Friday, April 14. |
