one-third the acreage under Air Force control. During the year, Navy acreage, worldwide, increased 378,000 acres. A large part of this resulted from increased activity at one of the air stations.

On a cost basis, nearly 82 percent of Navy-controlled property is located within the continental United States. Table 20 presents data showing costs and rentals for Navy-controlled installations in the United States by nonindustrial and industrial types.

Navy properties controlled within the continental United States, at June 30, 1958, on a cost basis were up $240 million, or 3.6 percent, over those reported for June 30, 1957. Inactive properties on a cost basis comprised 3.5 percent, as compared with 4.5 percent a year ago, of the total Navy real properties in continental United States. On a cost basis, the Navy industrial facilities comprised 36 percent of the total Navy United States real properties. A year earlier the corresponding proportion was 42 percent.

Navy owned about 25 percent of the acreage it had under its control within the continental United States on June 30, 1958. During the year, a decrease of 330,000 acres was reported in owned land. An adjustment occurred whereby this amount was included in the public domain category. The data in table 21 provide certain detail relative to Navy acreage by type of occupancy and installation. Increases in leased and public domain acreage were required for activi

ties at the air station mentioned earlier. However, a large block of the public domain land at this specific installation is outgranted for test purposes. Of total acreage controlled by the Navy in continental United States, 96 percent is located at installations which are

in an active status.

In table 22 data are presented showing State detail as to total cost and acreage of the military real property controlled by Navy. On the basis of cost, 56 percent of Navy's total real property investment in the continental United States is in the 6 States of California, Virginia, Pennsylvania, Maryland, Florida, and New York. The States are ranked in order of amount invested. The heavy concentration of naval activities in the State of California is well illustrated by the fact that 25 percent of the United States total cost is represented by California installations which have an acquisition cost of $1,741 million. In terms of acreage, 56 percent of the Navy total represents California land. The next largest amounts are in Nevada, which represents 23 percent of the Navy United States total. The 10 categories representing the greatest cost to Navy are shown in table 23 and were previously illustrated in chart 6. In total, they constitute 54 percent of the overall Navy real property costs in the continental United States, as compared with 59 percent 1 year earlier. During the year, research and development test buildings supplanted water utilities in the first 10 largest categories. The broad diversification of Navy activities in the country is illustrated by the table 23 data. While shipbuilding is one of the Navy's leading peacetime activities and accounts for a large part of Navy's industrial activity, there are numerous other activities of importance within the industrial field, namely, ordnance plants, various test stations (underwater laboratories, torpedo, radar, electronics, ballistics, etc.), powder factories, ammunition depots, and other munitions type production. Within continental United States, the largest Navy amount is invested in the maintenance facility category.

Eighteen percent ($1.6 billion) of the Navy real property total is outside of continental United States. Of this total, $1,243 million was in Territories and possessions and $335 million was in foreign countries as of June 30, 1958. The Navy controlled 222,000 acres in Territories and possessions and 268,000 in foreign countries on June 30, 1958. In these areas outside the United States, the Navy released about 75,000 acres during the year ending June 1958. The 10 largest categories of real property in Territories and possessions represent a cost to the United States Government of $832 million, and in foreign; countries, $228 million.

5. Department of the Air Force

Worldwide real property under Air Force control on June 30, 1958, cost the Government $9.5 billion. This represented, as indicated earlier in the report, 35.4 percent of the Department of Defense total.

A part of the 13 percent increase ($1.1 billion) over that of 1 year earlier was attributable to completion and transfer to inventory of properties constructed during recent years. About 57 percent of the increase was recorded in properties outside continental United States.

Air Force annual rentals paid for property worldwide were decreased sharply during the year ending June 30, 1958, from $7.6 million to $5.0 million. About 29 percent of the rental bill is offset by receipts from properties leased to others in the amount of $1.5 million.

Land controlled by the Air Force all over the world totaled 16.7 million acres on June 30, 1958, a drop of 13 percent from the 19.1 million acres reported a year earlier. Releases of lands were made of about 926,000 acres in continental United States and 1,514,000 in Territories and possessions.

The data in table 24 show that Air Force controlled military real property within the continental United States represents a cost to the Government of $6.1 billion, as compared with the $5.6 billion a year earlier. Of the total worldwide Air Force investment, 64 percent (about two-thirds) covers installations within continental United States.
