Federal project no. 28

Parker-Gila project, Arizona; allotment, $100,000; expended, $31,318.-This allotment was granted to finance surveys, plans, estimates, and other engineering studies of the Colorado River Indian Reservation located near Parker, Ariz., and the Gila Valley project located in Gila Valley, Ariz.

Federal project no. 29

Provo River, Utah Lake, Utah; allotment, $2,700,000.-This allotment has been provided for the construction of a storage dam and reservoir on the Provo River about 12 miles southwest of Heber, Utah. The earth-fill dam will raise the water surface about 175 feet giving a reservoir capacity of 145,000 acre-feet, which water will serve as a supplemental supply for the irrigation of 36,000 acres in Salt Lake Valley in addition to augmenting the water supply used for irrigation of lands which, for many years, have taken water from the Provo River and Utah Lake, these lands being located in Utah County adjacent to the city of Provo. The object also comprises the construction of levees across the Goshen and Provo Bays in Utah Lake which will reduce the surface area of the lake and thereby effect a saving in evaporation losses on the lake. This project is estimated to cost $9,974,000. No construction work has been performed. However, it is anticipated that construction work will be started early in the spring of the year 1935 as the contracts covering the repayment of the expenditure of this project are now being negotiated.

Federal project no. 30

Moon Lake project, Utah; allotment, $1,500,000.-The work contemplated under this allotment involves the construction of an earth-fill dam at Moon Lake on one of the tributaries of the Colorado River. This dam will raise the water level of the lake about 56 feet and create a reservoir with a capacity of 30,000 acre-feet. A feeder canal about 5 miles long to the Uintah River is also completed. The lands to be benefited comprise 26,000 acres under existing canals diverting from Lake Fork and 14,000 acres under canals on the Uintah River. A contract covering the repayment of the cost of this project has been executed and construction work was started in November 1934.

Federal project no. 31

Sanpete project, Utah; allotment, $300,000.-The work planned under this allotment covers the construction of two tunnels; one on the Ephraim division about 7,200 feet long with a capacity of 100 cubic feet per second with short feeder canals and a second on the Spring City division. The two divisions have an area of approximately 8,000 acres of land now under irrigation but with an inadequate water supply.

Federal project no. 32

Uncompahgre project, Colorado; allotment, $2,725,000.-Of this allotment $2,400,000 has been made available for the construction of the Taylor Park Dam and Reservoir together with the lining of the Gunnison Tunnel. The balance of the allotment-namely, $325,000-is for the purpose of rehabilitating the South Canal and general repairs and replacements of other portions of the irrigation system of the Uncompahgre reclamation project. Work on the last-named item is now in progress under a repayment contract negotiated with the Uncompahgre Water Users Association.

Federal project no. 33

Industrial surveys, Boulder Canyon project; allotment, $25,000; expended, $12,593.-This allotment was provided by the Public Works Administrator for the purpose of making industrial surveys covering the three following objects: (1) To determine the location, extent, and commercial value of all mineral sources within a radius of about 200 miles of Boulder Dam.

(2) To determine to what extent the Boulder Dam power allocation to the States of Arizona, Nevada, and California can be made a factor in the development of the mineral and manufacturing interests in this area.

(3) To determine the commercial, social, and economic value of the various deposits that might be developed.

This allotment also covers the preparation and printing of a report.

Federal project no. 34

Umatilla River Watershed surveys, Oregon; allotment, $10,000: expended, $196.— This allotment has been provided to cover surveys of the Umatilla Watershed above Pendleton, Oreg., to determine the feasibility of the construction of reservoirs to store flood water of the river for irrigation and for flood-control purposes. Any additional funds required over and above the stated allotment to complete this survey will be furnished by the city of Pendleton and the county of Umatilla.

Federal project no. 35

San Luis Valley, Colorado; allotment, $900,000.-This allotment has been made available by the Public Works Administrator to add in financing the construction of drains in Closed Basin in the San Luis Valley, Colo. The drains will permanently benefit some 200,000 to 300,000 acres of land in the Closed Basin. No work will be performed on this project until a contract is entered into covering the cost of the project.

Federal project no. 36

Grande Ronde River, Oregon; allotment, $10,000.-This allotment has been made available to finance a portion of the cost of investigations to determine the suitability of a reservoir proposed by the Grande Ronde Reservoir Co. of La Grande, Oreg. This allotment is made contingent upon the landowners and farmers, who are to benefit thereby, raising $4,000 to cover their share of the cost of these investigations. These funds have been advanced and work is now in progress.

Federal project no. 37

Buffalo Rapids project, Montana; allotment, $20,000.-This allotment is provided for the investigation of the above-named project, including engineering, agricultural, and economic studies, to determine the feasibility thereof. The funds were made available November 21, 1934.

Federal project no. 38

Klamath project, Tule Lake division, Oregon; allotment, $25,000.-This allotment has been approved by the Public Works Administrator on November 21, 1934, and is for the purpose of completing dikes previously constructed on this project to the designed grade and section for the protection of the irrigable lands on the Tule Lake division. The cost of this work is to be repaid by the water users under this project.

ALLOTMENT OF P. W. A. FUNDS

All allotments granted to this Bureau under the National Industrial Recovery amount to $105,080,000, expenditures to June 30, 1934, were $18,086,233, and estimated expenditures for fiscal year 1935, are $74,566,685.

MORATORIUM FOR WATER USERS

The act of April 1, 1932, granted to water users on Federal projects a moratorium on the construction charges that became due in 1931 and one-half of the charges that became due in 1932. As the economic conditions that justified this moratorium still continued during the calendar year 1932, it was evident that further relief would have to be extended to the water users. A meeting of the Federal Irrigation Congress was held in Boise, Idaho, September 1-2, and resolutions were passed recommending a continued suspension for a term of 3 years, without interest, of payments on construction and other charges due the United States on Federal projects, and that said charges, together with accrued interest as well as interest that became due under the act of April 1, 1932, be deferred to the end of the contract repayment period on the projects. Several bills providing for relief were introduced in the Congress and hearings were held on January 25-27 before the Senate Committee on Irrigation and Reclamation, and on February 23 before the House Committee on Rules. Under date of March 3, 1933, Congress passed an act extending the provisions of the act of April 1 to include the remaining half of the charges due for 1932, and all similar charges to become due in 1933, such deferred charges to bear interest at the rate of 3 percent per annum, which rate was to apply to charges deferred under the first act which,

by regulation of the Secretary, provided for interest payments at the rate of 5
percent per annum.

The following is a statement of relief granted under the provisions of the acts
of April 1, 1932, March 3, 1933, and March 27, 1934.
