FEDERAL AID FOR SCHOOL CONSTRUCTION AND

TEACHERS' SALARIES

H.R. 22 (as reported): This bill would authorize for each of 4 fiscal years an appropriation of the amount equal to the product of $25 times a number equal to the school population of all the States. A State's allotment would be used for school construction and teachers' salaries as determined by the State education agency. Bill also would provide for a State school effort index.

LOANS BY R.F.C. FOR COLLEGE HOUSING

H.R. 6070 (as passed by the House): Title III would amend the Reconstruction Finance Corporation Act, as amended, to authorize the R.F.C. to purchase obligations of and to make loans to nonprofit educational institutions of higher learning for the construction of student and faculty housing, such loans to bear interest at not more than 4 percent per annum, and to be repaid at not longer than 40 years. No special fund was authorized to be set aside for that purpose.
